Guidelines for standardizing information on Viettel, VNPT, Mobifone SIM cards in Vietnam

(Government.vn) - From March 31, 2023, the Department of Telecommunications requires network operators to decisively suspend the operations of subscriber (phone SIM) cards with inaccurate information. Network operators Viettel, VNPT, and Mobifone are to guide users in standardizing the information of phone SIM cards.

From March 31, telecommunication providers in Vietnam will block phone SIMs with inaccurate information

Telecommunication providers will begin blocking one-way services for subscribers whose information does not match the national database on population.

Subsequently, these subscribers will face two-way service blocking and contract termination after 2 months if personal information is not registered correctly according to regulations.

According to representatives from the three leading telecom companies in Vietnam—Viettel, VNPT, Mobifone—reports have been made about the status of standardizing mobile subscriber information recently.

Currently, there are approximately 3.5 million mobile subscribers whose information does not match the national population database, just from these three providers alone.

As per the regulations in Decree 49/2017/ND-CP, mobile subscribers must provide accurate personal information (full name, ID/CCC, date of issue and place of issue, etc.) to the telecom providers. The regulations are intended to protect customer rights and limit the presence of inactive SIMs in the market.

The Government Office of Vietnam has also issued notification 174/TB-VPCP in 2022 to direct the synchronization of mobile subscriber information with the national population database to enhance management efficiency and eliminate inactive SIMs and document forgery.

The telecom providers will send continuous messages for at least five days, at least once each day, requesting data updates. The subscriber’s one-way telecom services will be suspended if no action is taken within 15 days after receiving the notification, and both-way services will be suspended if no action is taken within the next 15 days. Subscribers failing to update after 30 days will have their contracts terminated.

So what should citizens do to standardize the information of the phone SIMs they are using?

STANDARDIZE INFORMATION OF MOBIFONE PHONE SIMS

Customers not yet standardized will receive messages from MobiFone to proceed with updating their subscriber information through the following methods:

- Method 1: Visit the nearest MobiFone store

List of stores available on the website: www.mobifone.vn, under "Customer Support" (Search store by City/Province and District). Customers need to bring their identification documents for support at the service desk.

- Method 2: Use the My MobiFone application (for prepaid individual customers unmatched with the national population database)

+ Step 1: Download the My MobiFone application. Log in with the phone number needed for registration using OTP.

+ Step 2: On the main interface of the application, tap on "More" at the bottom right corner, and select "Customer information."

Select "Subscriber information" to check the details.

Select "Register information" to update subscriber information.

+ Step 3: When tapping "Register information," the system will request an OTP before updating the subscriber information.

+ Step 4: Capture images of the Identity card/Citizen ID/Passport front and back, and a portrait. Sign on the app screen and select "Continue."

+ Step 5: The AI system will recognize personal information through images updated in Step 4. Customers verify and fill in any missing information. Check the agreement box and "Confirm."

+ Step 6: After tapping "Confirm," the system will request an OTP to agree to update the subscriber information.

- Method 3: Through the website https://tttb.mobifone.vn/

(for prepaid individual customers unmatched with the national population database and online update starting from March 15, 2023)

+ Step 1: Enter the phone number to be updated. Press [Continue].

+ Step 2: The system will send an OTP to the entered phone number via 999. Enter the OTP and press [Continue].

+ Step 3: Upload photos of the front, back, and a portrait image and press [Upload]. The system will extract the data.

+ Step 4: Verify the extracted data from the uploaded images, including: full name, date of birth, gender, ID/CCC number (not editable), date of issue, place of issue. Then sign in the [Signature] box and check [Agree to subscriber ownership]. Press [Verify information] to complete the information update.

- Method 4: MobiFone will provide home support for special customers, elderly people, etc.

STANDARDIZE INFORMATION OF VNPT/VINAPHONE PHONE SIMS

Conditions requiring subscriber information standardization include: Customers whose personal information registered with VinaPhone does not match the data in the national population database. Customers receiving messages/calls from VinaPhone regarding necessary standardization/matching of subscriber information.

Ways to standardize subscriber information:

Method 1: Check and match subscriber information through the My VNPT application

- To perform this method, customers need to download the My VNPT application from the Appstore (for iOS) or CH Play (for Android devices).

- After launching the app, select Login (or register if this is the first time using it) with the VinaPhone number needing verification.

- In the main interface, choose "Subscriber information." For customers needing standardization/matching, there will be an "Update information" option. Customers should tap on it and follow the instructions.

Method 2: Check information on the web http://my.vnpt.com.vn

- Customers should visit the website my.vnpt.com.vn and log in with the VinaPhone number needing verification. VinaPhone will send an OTP to the registered subscriber number.

After logging in, select "Subscriber information" or Menu/Account management for personal information.

- For customers needing standardization/matching, there will be an "Update information" option, customers should tap on it and follow the instructions.

Method 3: Visit the nearest VinaPhone service points nationwide for assistance from VinaPhone staff. Please bring ID/Citizen cards when visiting the service points.
