On February 21, 2023, the Minister of Culture, Sports, and Tourism of Vietnam promulgated Circular 02/2023/TT-BVHTTDL stipulating codes, standards for professional titles, and salary classifications for public employees specializing in cultural propagandists.

1. Codes of professional titles and public employees specialized in cultural propagandist in Vietnam

Codes of professional titles of public employees specializing in cultural propaganda are as follows:

- Main cultural propagandist Code: V.10.10.34;

- Cultural propagandist Code: V.10.10.35;

- Intermediate cultural propagandist Code: V.10.10.36.

2. Standards of professional ethics of public employees specializing in cultural propagandists in Vietnam

Standards of professional ethics of cultural propagandists are as follows:

- Being responsible for the assigned work, complying with the provisions of the law; properly and fully fulfilling the obligations of public employees in professional activities.

- Dedication to the profession, honesty, objectivity, and frankness; doing scientific work, having clear opinions; having a modest and proper attitude when dealing with people; consciously fighting wrong and negative acts; practicing thrift, fighting waste.

- Having a spirit of solidarity, being positive, and proactively coordinating with colleagues to perform assigned tasks.

- Constantly learning and practicing to improve quality, level, and capacity.

3. Principles of salary ranking of professional titles for public employees specializing in cultural propagandists in Vietnam

The principles of salary ranking for professional titles for public employees specializing in cultural propagandists are as follows;

- The appointment and ranking of salaries into professional titles for public employees specializing in cultural propagandists, as prescribed in Circular 02/2023/TT-BVHTTDL, must be based on the employee's job position, responsibilities, duties, expertise, and profession.

- When appointing and assigning salaries to the respective professional titles of public servants specialized in cultural propagandizing, they must not combine salary promotion with promotion to public employee professional titles.

4. Guidelines for salary ranking of public employees specialized in cultural propagandists in Vietnam

The salary ranking of public employees specializing in cultural propaganda is as follows:

* The professional titles of public employees specialized in cultural propagandizing as prescribed in Circular 02/2023/TT-BVHTTDL are applied in Table 3 (Professional and professional salary list for cadres and public employees in non-business units of the State) promulgated together with Decree 204/2004/ND-CP, specifically as follows:

- Major cultural propagandist professional titles are eligible for the salary range of A2 and group 2 (A2.2) public employees, from salary coefficient 4.00 to salary coefficient 6.38;

- The professional title of cultural propagandist is entitled to the salary scale of A1 public employees, from a salary coefficient of 2.34 to a salary coefficient of 4.98;

- For the mid-level cultural propagandist professional title, the salary scale of a grade B public employee is applied, from a salary coefficient of 1.86 to a salary coefficient of 4.06.

* After the probationary period has expired as prescribed and the competent authority to manage public employees decides to appoint the professional title of cultural propagandist officer, the salary ranking according to the appointed professional title is as follows:

- In case of appointment to the professional title of intermediate cultural propagandist:

Public employees with intermediate training qualifications, when recruiting, are suitable for the recruited job positions, ranked at level 1, salary coefficient of 1.86, grade of public employees of class B;

Public employees with college or higher training qualifications, when recruiting, are suitable for the job position to be recruited, ranked at level 2, salary coefficient 2.06, and grade B.

- In case of appointment to the professional title of cultural propagandist:

Public employees with university training qualifications, when recruiting, are suitable for the recruited job positions, ranked at level 1, salary coefficient 2.34, grade A1 public employees;

Public employees who have a master's degree when recruiting, are suitable for the job position recruited, ranked at level 2, salary coefficient 2.67, grade A1 public servant;

Public employees with doctoral training qualifications when recruiting, suitable to the recruited job position, are ranked level 3, salary coefficient 3.00, grade A1 public employees.

* The change of salary arrangement for public employees from the current professional title to the professional title of cultural propagandist specified in Circular 02/2023/TT-BVHTTDL shall comply with the guidance in Section II of Circular 02/2007/TT-BNV guiding salary grading when raising ranks, changing ranks, and changing types of civil servants and public employees.
