Guidelines for salary ranking of professional titles of inland waterway port authority officers in Vietnam (Internet image)

On December 30, 2022, the Minister of Transport of Vietnam issued Circular 39/2022/TT-BGTVT stipulating codes, standards for professional titles, and salary rankings for specialized inland waterway port authorities.

1. Codes of professional titles of specialized officers of the inland waterway port authority in Vietnam

Thus, the codes of professional titles of officers specialized in the inland waterway port authority are as follows:

(1) Class I inland waterway port authority: Code: V.12.52.01

(2) Class II inland waterway port authority: Code: V.12.52.02

(3) Class III inland waterway port authority: Code: V.12.52.03

(4) Class IV inland waterway port authority: Code: V.12.52.04

2. Guidelines for salary ranking of professional titles of inland waterway port authority officers in Vietnam

The salary classification of professional titles of officers specialized in the inland waterway port authority is as follows:

- From March 1, 2023, in case the public employee has not yet met the conditions and criteria for appointment to the professional title of a specialized officer of the inland waterway port authority as prescribed in Articles 4, 5, and 6. Article 7 of Circular 39/2022/TT-BGTVT shall be implemented as follows:

+ If the public employee has less than 05 years (60 months) of work until the time of retirement, he/she may continue to hold the rank or rank of public employee's professional title and pay salary according to the current rank;

+ If the public employee has a term of 05 years (60 months) or more, within 03 years (36 months), the agency employing public employees is responsible for arranging for the officer to study to ensure that he/she meets the qualifications for the professional title class of the specialized officer of the inland waterway port authority as prescribed in Circular 39/2022/TT-BGTVT.

After the time specified at this point, if the public employee fails to meet the criteria specified in Circular 39/2022/TT-BGTVT, the head of the public non-business unit considers arranging other suitable jobs or settling regimes and policies as prescribed.

- The professional titles of inland waterway port authority prescribed in this Circular may apply the professional salary table for officials and employees in non-business units of the State (Table 3) issued together with Decree 204/2004/ND-CP on the salary regime for cadres, civil servants, public employees, and the armed forces, as follows:

+ For professional titles of Class I inland waterway port authorities, the salary coefficient for public employees of class A3, group 1 (A3.1) will be applied from the salary coefficient 6.20 to the salary coefficient 8.00;

+ The professional title of Class II inland waterway port authority may apply the salary coefficient of A2 and Group 1 (A2.1) public employees from 4.40 to 6.78;

+ For professional titles of Class III inland waterway port authority, the salary coefficient of grade A1 officer is applied from the salary coefficient of 2.34 to the salary coefficient of 4.98;

+ Professional titles of Class IV inland waterway port authorities may apply the salary coefficient of grade A0 from 2.10 salary coefficient to 4.89 salary coefficient.

- The salary arrangement for the specialized inland waterway port authority officers who are arranging salaries in the ranks of civil servants and public employees currently holding the professional titles of inland waterway port authority officers as prescribed in Circular 39/2022/TT-BGTVT is executed:

According to the guidance in Clause 2, Section II of Circular 02/2007/TT-BNV, salary grading is guided when raising ranks, changing ranks, or changing types of civil servants and public employees, specifically as follows:

+ Salary ranking of inland waterway port authority class I, code V.12.52.01, for public employees currently ranked A3, group 1 (A3.1);

+ Salary ranking of inland waterway port authority class II, code V.12.52.02, for public employees currently ranked A2, group 1 (A2.1);

+ Salary ranking of inland waterway port authority class III, code V.12.52.03, for public employees currently ranked A1 salary;

+ Salary ranking of inland waterway port authority class IV, code V.12.52.04, for public employees currently ranked A0.

Circular 39/2022/TT-BGTVT takes effect from March 1, 2023.
