Guidelines for salary classification of registered public employees' professional titles in Vietnam are specified in Circular 45/2022/TT-BGTVT December 30, 2022.

The Minister of Transport of Vietnam issued Circular 45/2022/TT-BGTVT dated December 30, 2022 stipulating codes, standards for professional titles, and salary classifications for registered public employees.
According to Article 2 of Circular 45/2022/TT-BGTVT, the codes of professional titles of registered officers are prescribed as follows:
- Class I registration officer, Code: V.12.31.01
- Class II registration officer, Code: V.12.31.02
- Class III registration officer, Code: V.12.31.03
- Class IV registration officer, Code: V.12.31.04
The salary classification of professional titles of registered public employees is done as follows:
(1) From March 1, 2023, if the public employee does not meet the conditions and criteria for appointment to the professional title of a specialized public employee according to the provisions of Article 4, Article 5, Article 6, Article 7 of Circular 45/2022/TT-BGTVT, the following shall be done:
- If the public employee has less than 05 years (60 months) of service before retirement, he or she may retain the rank or rank of the public employee's professional title and be paid according to the current rank.
- If the public employee has a term of at least five years (60 months) within three years (36 months), the employer shall arrange for the employee to study to ensure that he or she meets the standards for the professional title class of the specialized public employee as prescribed in Circular 45/2022/TT-BGTVT.
If the public employee fails to meet the criteria prescribed in this Circular after the time specified at this point, the head of the public non-business unit shall consider arranging other suitable jobs or settling regimes and policies as prescribed.
(2) Professional titles of registered public employees specified in Circular 45/2022/TT-BGTVT may apply the professional salary table for cadres and public employees in state non-business units (Table 3) issued together with Decree 204/2004/ND-CP, as follows:
- Occupational titles of Class I registrars may apply the salary coefficient of the A3 and Group 1 public employees (A3.1) from the salary coefficient 6.20 to the salary coefficient 8.00;
- Occupational titles of Class II registrars may apply the salary coefficient of class A2 and group 1 public employees (A2.1) from the salary coefficient 4.40 to the salary coefficient 6.78;
- Occupational titles of Class III registrars may apply the salary coefficient of a grade A1 public employee from a salary coefficient of 2.34 to a salary coefficient of 4.98;
- Occupational titles Class IV registrars may apply the salary coefficient of A0 public employees from the salary coefficient 2.10 to the salary coefficient 4.89.
(3) The change of salary arrangement for specialized registry officers currently holding salaries in the ranks of civil servants and public employees to the professional titles of specialized public employees of the registry according to the provisions of Circular 45/2022/TT-BGTVT, comply with the guidance in Clause 2, Section II of Circular 45/2022/TT-BGTVT, specifically as follows:
- Salary ranking of professional titles Class I registrar, code V.12.31.01 for public employees currently ranked A3, group 1 (A3.1).
- Salary classification of professional titles Class II registrar, code V.12.31.02 for public employees currently ranked A2, group 1 (A2.1).
- Salary ranking of professional titles Class III registrar, code V.12.31.03 for public employees currently ranked A1 salary.
- Salary ranking of professional titles Class IV registrar, code V.12.23.04 for public employees currently ranked A0.

Specifically, in Article 3 of Circular 45/2022/TT-BGTVT, the general standards of professional ethics of registration officers are prescribed as follows:
- Comply with the guidelines and guidelines of the Party, policies and laws of the State.
- Honesty, objectivity, and a high sense of responsibility for the assigned work; properly and fully performing the obligations of public employees in professional activities.
- Consciously cultivate ethics, preserve professional quality, honor, and prestige; do not abuse their assigned positions and tasks for personal gain; demonstrate solidarity, creativity, self-improvement, and a willingness to absorb and learn new knowledge; have a sense of coordination; help colleagues, share experiences at work; actively participate in scientific research, technical innovation initiatives to develop careers and improve qualifications.
Circular 45/2022/TT-BGTVT takes effect from March 1, 2023.
