On February 3, 2025, the Government of Vietnam promulgated Decree 15/2025/ND-CP regulating the management, use, and exploitation of railway infrastructure assets.

Guidelines for reporting railway infrastructure assets in Vietnam in accordance with Decree 15/2025

The reporting of railway infrastructure assets in Vietnam is specifically stipulated in Article 45 of Decree 15/2025/ND-CP as follows:

- Railway infrastructure assets must be declared and updated into the Database on Railway Infrastructure Assets for unified management.

- Forms of declaration reporting for railway infrastructure assets:

+ Initial declaration report applicable to:

Railway  infrastructure  assets  existing  at  the  time  Decree  15/2025/ND-CP  comes  into  force;Railway  infrastructure  assets  arising  from  the  effective  date  of  Decree  15/2025/ND-CP.

+ Supplementary declaration report applies in the case of changes in information of the railway asset management enterprise or asset information after the initial declaration report.

- Railway asset management enterprises are responsible for preparing declaration reports to implement data entry into the Database on Railway Infrastructure Assets.

The deadline for submitting declaration reports is 30 days, from the date the asset is put into use (for assets formed from procurement, new construction investments), from the date of receiving the asset according to the decision of the competent authority (for transferred, received assets), or the date of changes in information of the railway asset management enterprise, information about the assets already declared.

- Annually, railway asset management enterprises report on the management, use, and exploitation of railway infrastructure assets and make ad-hoc reports as required by competent state agencies. The annual reporting data is finalized at the end of the fiscal year.

- Reports on the management, use, and exploitation of railway infrastructure assets include:

+ Report on asset exploitation status as stipulated in Decree 15/2025/ND-CP.

+ Summary report on the management, use, and exploitation of assets.

- The deadline for submitting annual reports on the management, use, and exploitation of railway infrastructure assets is as follows:

+ National railway asset management enterprises prepare reports to send to the Ministry of Transport; urban railway asset management enterprises prepare reports to send to the Provincial People's Committee. The submission deadline is before February 28 each year.

+ The Ministry of Transport and Provincial People's Committees compile a summary of the management, use of railway infrastructure assets within their management, and send it to the Ministry of Finance before March 15 each year.

+ The Ministry of Finance compiles the nationwide management, use status of railway infrastructure assets and reports to the Government of Vietnam for reporting to the National Assembly as required.

- Reports on railway infrastructure assets can be in the form of paper or electronic documents. Depending on the actual conditions of the receiving agency specified at points b, c clause 6 Article 45 of Decree 15/2025/ND-CP, reports are sent to the receiving agency by one of the following methods:

+ Direct submission.

+ Via postal services.

+ Via Fax.

+ Via email systems.

+ Via specialized reporting software systems.

+ Other methods as prescribed by law.

- The report templates for declaration and the management, use, and exploitation of railway infrastructure assets shall be stipulated by the Minister of Finance.
