Guidelines for Regulations on Enrollment and Training for Remote and Self-Study College Degree Programs

The Ministry of Labor, Invalids, and Social Affairs issues Circular 33/2018/TT-BLDTBXH on Regulations for Distance Learning, Self-Study with Guidance for Training at College, Secondary, and Primary Levels.

Currently, distance learning and self-study with guidance are forms of non-concentrated vocational training wherein learners primarily self-study through various learning materials (textbooks, videotapes, multimedia applications on electronic devices, using audio-visual devices, radio, television, multimedia communication combinations, the Internet) under the organization and assistance of educators and schools. Distance learning and self-study with guidance can be applied for individual subjects, modules, credits, or entire training programs.

Article 6 of Circular 33/2018/TT-BLDTBXH regulates the recruitment of training for college, intermediate, and elementary levels in the form of distance learning and self-study with guidance, following the provisions of Circular 05/2017/TT-BLDTBXH dated March 2, 2017, by the Minister of Labor, War Invalids and Social Affairs, which specifies the recruitment regulations and targets for intermediate and college levels, and Circular 42/2015/TT-BLDTBXH for the elementary level.

Some regulations on the conditions for organizing recruitment and training at college, intermediate, and elementary levels in the form of distance learning and self-study with guidance are stipulated in Circular 33/2018/TT-BLDTBXH as follows:

- Vocational education centers and intermediate schools are only permitted to recruit and train in the form of distance learning and self-study with guidance for the occupations listed in the vocational education registration certificate when they submit a training program registration report (according to the form in Appendix I issued with this Circular) to the Department of Labor, War Invalids and Social Affairs for monitoring and management.- Colleges and higher education institutions are only permitted to recruit and train in the form of distance learning and self-study with guidance for the occupations listed in the vocational education registration certificate when they submit a training program registration report (according to the form in Appendix I issued with this Circular) to the General Department of Vocational Education for monitoring and management.- Enterprises are only permitted to recruit and train at the elementary level in the form of distance learning and self-study with guidance when they submit a training program registration report (according to the form in Appendix I issued with this Circular) to the Department of Labor, War Invalids and Social Affairs for monitoring and management.- Vocational education institutions and enterprises are only permitted to recruit and train certain common subjects, modules, and credits in the form of distance learning and self-study with guidance for use in the vocational education system after they submit a registration report for the subject, module, or credit training (according to the form in Appendix II issued with this Circular) to the General Department of Vocational Education for monitoring and management.
