Guidelines for registration and enrollment in Intermediate and college-level teacher training programs in Vietnam

On December 26, 2019, the Ministry of Education and Training of Vietnam issued Circular 24/2019/TT-BGDDT on Regulations on training at intermediate and college levels for teacher training majors.

According to Article 9 of Circular 24/2019/TT-BGDDT, the registration and enrollment in Intermediate and college-level teacher training programs are regulated as follows:

- When registering for enrollment, learners must submit the required documents according to the regulations in the Admission Regulations for University, College, and Intermediate Teacher Training Programs issued by the Ministry of Education and Training.

- After meeting the enrollment requirements, the learners who come to enroll will be issued the following by the head of the teacher training institution:

  • Student ID card;
  • Study registration book;
  • Academic advisor form.

- The teacher training institution must provide learners with complete information about the objectives, content, and training plan, training regulations, obligations, and rights of learners.

Learners can suspend their studies, take sick leave, specifically:

- Learners can suspend the teacher training program they are studying and have their study results retained if they fall into one of the following cases:

  • Being mobilized by competent state agencies to participate in national defense and security tasks;
  • Due to health reasons, they have to stop studying for a long period of time for treatment, in which case they must have a confirmation letter from the medical facility where they are examined or treated, or they must have a disability certificate as defined by the Law on Persons with Disabilities;
  • For other reasons: learners must complete at least 01 semester (or the first semester) at the teacher training institution; not fail in the case of being forced to drop out of school.

- Learners can defer the study of a subject or course according to the training plan of the teacher training institution and must complete the deferred subject or course within the maximum time frame for completing the teacher training program if they fall into one or more of the following cases:

  • Due to health reasons, they are unable to study that subject or course and must have a confirmation letter from the medical facility where they are examined or treated;
  • For other reasons, they are unable to participate in completing that subject or course, accompanied by specific evidence, and must be approved by the head of the teacher training institution.

- Learners who do not fall into the above cases, in cases of valid reasons, are allowed to take sudden leave according to the regulations of the teacher training institution and must fulfill the study tasks as prescribed, ensuring the conditions for taking the final exams of the subject or course.

Note:

- The period of temporary leave is counted towards the maximum time frame for learners to complete the teacher training program as prescribed in Article 4 of the Regulations issued with Circular 24/2019/TT-BGDDT.

- The head of the teacher training institution specifies the specific regulations regarding temporary leave for learners.
