Recently, the Minister of Culture, Sports, and Tourism signed and issued Circular 08/2019/TT-BVHTTDL prescribing the procedures for judicial expertise for cultural products.
The reception of the request and the solicitation for appraisal is one of the steps within the judicial appraisal process for cultural products, as detailed in Article 4 of Circular 08/2019/TT-BVHTTDL. To be specific:

- The judicial appraiser for cultural products and judicial appraisal organizations for cultural products shall receive the solicitation or request for appraisal, along with the subject of appraisal and related documents and items (if any) to perform the appraisal; if the appraisal conditions are insufficient, they shall refuse in accordance with the law.- The delivery and receipt of the dossier, the subject of solicitation, and the request for judicial appraisal of cultural products shall be carried out in accordance with the provisions of Article 3 of Circular 07/2014/TT-BVHTTDL, dated July 23, 2014, issued by the Minister of Culture, Sports, and Tourism, which stipulates the dossier, sample documents for judicial appraisal; application of professional standards for judicial appraisal activities in the cultural field; conditions of facilities, equipment, and means of appraisal of the Judicial Appraisal Office for relics, antiques, authorship rights, and related rights.
In this context, cultural products are understood to be products subject to the specialized management of the Ministry of Culture, Sports, and Tourism as prescribed by law.
Judicial appraisal organizations for cultural products include the Ministry of Culture, Sports, and Tourism; Departments of Culture, Sports, and Tourism; Departments of Culture and Sports of provinces and centrally-affiliated cities; ad hoc judicial appraisal organizations with appropriate specialization activities that have been publicly announced in accordance with the law on judicial appraisal.
