On July 29, 2024, the Central Propaganda Department of Vietnam issued Guideline 161-HD/BTGTW for propaganda celebrating 55 years of implementing the Testament of President Ho Chi Minh (1969-2024) and 55 years since his passing (September 2, 1969 – September 2, 2024).

Following the direction of the Central Communist Party Secretariat via Official Dispatch 4571-CV/VPTW, dated August 19, 2022, from the Central Office regarding organizing the commemoration of major holidays and significant historical events over the 03 years 2023 - 2025, the Central Propaganda Department has issued Guidelines 126-HD/BTGTW, dated December 19, 2023, on propaganda for the commemoration of major holidays and significant historical events in 2024. The specific guidelines for propaganda celebrating 55 years of implementing the Testament of President Ho Chi Minh (1969 - 2024) and 55 years since his passing (September 2, 1969 - September 2, 2024) are as follows:

(1) Objectives and Requirements

- Review and affirm the profound theoretical and practical values found in the Testament, thoughts, and moral examples of President Ho Chi Minh; show deep respect and gratitude towards him; strengthen and foster the people's trust in the Communist Party; thereby encouraging the entire Party, people, and army to actively study and follow Ho Chi Minh’s moral example; strive to build a clean and strong Party and political system as per the wishes in his Testament; capitalize on the strength of national unity and contemporary strength to build a wealthy, beautiful, and civilized Vietnam.

- Evaluate, summarize the achievements, and lessons learned, and commend collective and individual exemplars in 55 years of implementing the Testament of President Ho Chi Minh, inspiring patriotic movements and determination to fully realize his Testament, and complete the goals and tasks set forth by the Party congresses at all levels and the XIII National Congress of the Communist Party.

- Propaganda work should be conducted in lively, practical, effective, and conformable ways, with a focus on key areas, ensuring a deep educational impact; tightly integrated with foreign propaganda, and propaganda on major holidays and significant political events of the country, especially the 79th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam, the 70th anniversary of the Liberation of the Capital, aligning with the actual situation.

(2) Propaganda Content

- The circumstances of the creation, core content, and profound theoretical and practical values of the Testament of President Ho Chi Minh; affirm the eternal value of the Testament, a historic document of extreme importance, encapsulating the thoughts, culture, intellect, ethics, and noble spirit of a great person, who made our nation, our people, and our country proud.

- Honor and deeply appreciate the great contributions of President Ho Chi Minh to the Vietnamese revolution; affirm that his life, career, thoughts, and ethics live forever in the hearts of every Vietnamese, guiding the revolutionary career of the Communist Party and the country to victory.

- The significant achievements and lessons of the Vietnamese revolution in 55 years of implementing the Testament of President Ho Chi Minh, focusing on propagating the great victories in the struggle to liberate the South and unify the country; steadfast in the goal of national independence tied to socialism; building a truly united, clean, and strong Communist Party; the achievements in building, protecting, and developing the country.

- Commend collective and individual exemplars in implementing the Testament and summarize the 03 years of implementing Conclusion No. 01-KL/TW, dated May 18, 2021, of the Politburo on continuing to implement Directive No. 05-CT/TW, dated May 15, 2016, of the XII Politburo on promoting learning and following Ho Chi Minh’s thoughts, ethics, and style.

- Combat and refute false information, distorted, anti-Communist Party and State ideologies, and negate the theoretical and practical significance of Ho Chi Minh's thoughts in general and the Testament in particular, denying the leadership role of the Communist Party and President Ho Chi Minh.

- Commemorative activities will take place in central and local ministries and authorities.

(3) Propaganda Activities for the Commemoration

- Organize direct artistic political programs;

- Compile and publish propaganda materials;

- Organize an exhibition on 55 years of implementing the Testament of President Ho Chi Minh;

- Organize information and propaganda activities at central and local levels in various forms, such as in the media, on the internet and social networks; publications, and propaganda materials; through seminars, discussions, reporter and propagandist conferences, and regular activities of political-social organizations; visual propaganda activities (exhibitions, cultural and sports events…), depending on specific conditions of localities and units.
