Recently, the Minister of Science and Technology signed and promulgated Circular 22/2013/TT-BKHCN stipulating the management of measurement in gold trading and the quality management of gold jewelry and fine arts circulating in the market.
According to Article 9 of Circular 22/2013/TT-BKHCN, the guidelines for preparing the registration dossier for the designation of testing to determine gold content are as follows:

- Application for designation of testing to determine gold content (as per Form 2.DKCD stipulated in Appendix II of this Circular);- A copy of the certificate of registration in the field of testing activities;- List of testers meeting the requirements stipulated in Clause 1 of this Article (as per Form 3.DSTNV stipulated in Appendix II of this Circular) accompanied by evidence proving professional training and expertise;- List of documents and standards serving the testing of jewelry and decorative gold (as per Form 4.DMTL-TC stipulated in Appendix II of this Circular) along with the testing process to determine gold content;- List of machinery, equipment, and certified reference materials serving the testing to determine gold content (as per Form 5.DMTB-CC stipulated in Appendix II of this Circular) along with a copy of the original calibration certificate, certified reference material certificate, results of participation in proficiency testing comparison programs (for gold content testing), and other relevant documents (if any);- Sample test result form.
Additionally, Circular 22/2013/TT-BKHCN also stipulates the requirements for organizations designated for testing to determine gold content:
- Must meet the requirements stipulated in Circular 09/2009/TT-BKHCN and Circular 11/2011/TT-BKHCN;- Must meet the measurement requirements stipulated in Article 5 of this Circular.
