Guidelines for Preparing Environmental Protection Task Registration Dossiers in the Industry and Trade Sector

According to the provisions of Circular 23/2018/TT-BCT, in the first quarter of each year, based on management requirements, strategies, target programs, and environmental protection plans of the State and the sector, the Ministry of Industry and Trade issues documents guiding units to register their environmental protection tasks for the following year. The guidance content will be simultaneously posted on the electronic portal of the Ministry of Industry and Trade and the Department of Safety Techniques and Industrial Environment.

To be specific, based on the guidance of the Ministry of Industry and Trade, organizations and individuals submit their environmental protection task registration dossiers to the Department of Safety Techniques and Industrial Environment. The environmental protection task registration dossiers include:

- Written proposals for Ministry-level environmental protection tasks;- Compiled list of environmental protection task proposals sorted by priority according to form B1a-DMDXMT-BCT;- Outline explanations for the environmental protection tasks according to form B1b-TMDXMT-BCT.

Regarding the form of submitting the environmental protection task registration dossiers: Organizations and individuals can submit the dossiers by post, directly, or via electronic information network.

- For dossiers submitted by post or directly, the number of dossiers includes 01 original dossier (with original seal and signature), compiled into 01 volume, presented and printed on A4 paper, using the Vietnamese font (Times New Roman) according to the Vietnamese Standard (TCVN 6909:2001).

- For dossiers submitted via the electronic information network, organizations and individuals send their environmental protection task registration dossiers to the email address: CucATMT@moit.gov.vn. The dossiers sent via the network include a scanned version of the original dossier (with original seal and signature).

Thereafter, based on the registration dossiers from the units, the Department of Safety Techniques and Industrial Environment compiles a list of environmental protection tasks and submits it to the Ministry of Industry and Trade to establish an assessment council for the outlines of environmental protection tasks.

The assessment of the outline explanations for environmental protection tasks is carried out as follows:

- For regular tasks such as organizing training courses, seminars, propaganda, workshops, publishing articles in newspapers, journals; assessing strategic environmental assessment reports; inspecting environmental protection work, etc., the Department of Safety Techniques and Industrial Environment conducts the assessment based on the implementation content.

- For environmental protection tasks that do not fall within the above category, the assessment of the outline explanations is carried out through the Assessment Council.
