- Annually, the Vietnam Fatherland Front Committee (VFFC) at all levels and socio-political organizations are responsible for preparing the state budget expenditure estimates to implement the Campaign and consolidating them to submit to the competent authorities for review and budget allocation.- Annually, the Front Work Committee in the residential area prepares a detailed expenditure plan for the Campaign and sends it to the commune-level VFFC, which then consolidates and submits it to the commune-level People's Committee. The commune-level People's Committee reports to the district-level People's Committee, which consolidates and reports to the provincial or centrally-run city People's Committee for consideration and budget allocation to support the Front Work Committee in residential areas to ensure appropriate expenditure levels.- When allocating the budget, clearly state the funds for implementing the Campaign "The entire people unite to build new rural areas and civilized urban areas."
