On April 8, 2024, the Ministry of Education and Training issued Official Dispatch 1585/BGDDT-GDTX on the organization of Vietnam Book and Reading Culture Day 2024.

According to the guidelines provided by the Ministry of Education and Training, the content and organization of the third Vietnam Book and Reading Culture Day 2024 are as follows:

**Content of the organization:

- Focus on organizing a series of activities for the Vietnam Book and Reading Culture Day from April 15, 2024, to May 1, 2024, with the message: "Good books need readers"; "Precious books as gifts"; "Give and buy good books"; "Good books: Read with your eyes - Listen with your ears".

- Strengthen information and communication through appropriate media channels about the purpose and significance of Vietnam Book and Reading Culture Day. Encourage and motivate teachers, staff, students, and the community to regularly read books at school libraries, community libraries, digital libraries, and online libraries; organize diverse reading promotion activities (reading printed books, e-books, etc.) integrated with professional work (learning, training, development, scientific research, etc.), and cultural activities of educational institutions.

- Guide educational and training institutions to fully utilize the role of library systems; enhance coordination and cooperation between school libraries, provincial libraries, community libraries, book clubs, and publishers within the local area; and share the contents, significance, and experiences derived from reading books with individuals and organizations.

**Organization methods:

- Organize activities for the Vietnam Book and Reading Culture Day in educational and training institutions, with a focus on remote, far-reaching, and disadvantaged areas, to create a broad and effective social response. Encourage the participation of the community, parents of students, as well as individuals and organizations interested in promoting reading in educational and training institutions.

- Organize competitions, contests, games, exchanges, workshops, discussions, and seminars to explore books; book reading competitions; book reviewing competitions; introduce book records; book gifting; and book auctions; provide training to improve the professional knowledge and skills of school library staff in library management and operations. Launch book swapping movements, newspapers, documents, and book exhibitions and introductions; establish reading corners and libraries at schools; encourage parents to accompany and support the construction of classroom libraries in educational and training institutions.

- Enhance school library activities, diversify forms, and enrich content, such as book introductions, themed book sections, book displays, book exhibitions, storytelling based on books, fun reading activities, book-related games, book-themed performances, writing book reviews, harvest essays, drawing illustrations based on books, book cover decoration, dressing up as favorite characters, favorite reading corner photo contests, film descriptions, etc., effectively implemented during library lessons, especially for primary schools.

- Promote the application of information technology, optimize technology platforms, and digital transformation to contribute to improving the quality of library activities and reading activities in educational and training institutions; enhance the use and exploitation of digital learning resources, e-books, electronic libraries, and online libraries to meet the needs of teachers, staff, and students in management, teaching, and learning activities; organize activities to consult, train, and guide the skills of searching, exploiting, and using useful and legally compliant digital learning resources.

- Strengthen the dissemination and communication of the significance of organizing National Book and Reading Culture Day; recognize, appreciate, and replicate groups and individuals who have made significant contributions to the construction and development of reading culture in educational and training institutions, encourage lifelong learning, and contribute to building a learning society; introduce and replicate exemplary and typical models of school library management and organization.
