Guidelines for Opening and Closing Ceremonies of Sports Festivals for Vocational Education Students

Recently, the Ministry of Labor, War Invalids and Social Affairs issued Circular 15/2013/TT-BLDTBXH regulating the organization of physical education and sports activities for students in vocational training institutions.

To be specific: The opening and closing ceremonies of physical training, sports contests, or competitions of various scales and levels (hereinafter collectively referred to as the Sports Festival) are organized solemnly; the decoration for the opening and closing ceremonies and at the competition venues can display the national flag and flags, slogans with content appropriate to the Sports Festival, the logo of the Sports Festival, and the names of the organizing unit and sponsoring unit (if any).

Article 10 Circular 15/2013/TT-BLDTBXH stipulates the content of the opening ceremony of the Sports Festival, including the following activities:

- Parade or gathering in place depending on the scale and nature of the Sports Festival;- The ceremonial part managed by the Organizing Committee includes: Flag-raising (singing the National Anthem); stating the reason, introducing delegates, the opening speech, the athlete's oath, the judge's oath, announcing the Sports Festival's program, presenting commemorative flags and flowers to the teams (if any);- The welcoming activities depend on the conditions of the organizing unit of the Sports Festival to perform activities such as gymnastics performances, musical performances, sports, and martial arts performances.

The content of the closing ceremony of the Sports Festival includes: summarizing the work, rewarding collectives and individuals ensuring honor, practicality, and effectiveness appropriate to the nature and scale of the Sports Festival.
