The following article discusses the monitoring of online information in Vietnam from December 25, 2024, as stipulated in Decree 147/2024/ND-CP.

On November 9, 2024, the Government of Vietnam issued Decree 147/2024/ND-CP on the management, provision, and use of Internet services and online information.
According to Article 79 of Decree 147/2024/ND-CP, the monitoring of online information is implemented as follows:
- The Ministry of Information and Communications of Vietnam and the Ministry of Public Security of Vietnam deploy technical systems nationwide for monitoring and collecting online information.
- Telecommunications enterprises providing Internet services have the following responsibilities:
+ Implementing measures to monitor, collect, and detect information violating the law on the network on the enterprise's technical infrastructure and applications following the guidance and requirements of the Ministry of Information and Communications and the Ministry of Public Security (for violations related to copyright and intellectual property, implement according to the Intellectual Property Law 2005 (amended 2022) and related regulations);
+ Providing information and data related to telecommunications and Internet subscribers showing signs of legal violations on the network, ensuring accurate identification of the organization or individual using the service as required by the Ministry of Information and Communications (Department of Information Security) or the Ministry of Public Security (Department of Cybersecurity and High-Tech Crime Prevention).
The prevention and removal of illegal online information by telecommunications enterprises, Internet service providers, web hosting services, data center services, and other application service providers are regulated in Clause 4, Article 80 of Decree 147/2024/ND-CP as follows:
- Implementing the prevention and removal of content, services, and applications that violate the law on the network no later than 24 hours after receiving a request in writing, by phone, or email from the Ministry of Information and Communications (Department of Information Security) or the Ministry of Public Security (Department of Cybersecurity and High-Tech Crime Prevention);
- Refusing to provide or temporarily suspending telecommunication services, Internet services, and other services for organizations or individuals using the services to post illegal online information as requested by the Ministry of Information and Communications (Department of Broadcasting and Electronic Information) or the Ministry of Public Security (Department of Cybersecurity and High-Tech Crime Prevention);
- Telecommunications enterprises, Internet service providers are to connect, receive coordination requests, report results through the technical system, and perform other handling measures as required by the Ministry of Information and Communications (Department of Information Security) or the Ministry of Public Security (Department of Cybersecurity and High-Tech Crime Prevention).
Refer to Decree 147/2024/ND-CP effective from December 25, 2024.
The following regulations are abolished:
- Decree 72/2013/ND-CP of the Government of Vietnam on managing, providing, and using Internet services and online information;
- Decree 27/2018/ND-CP of the Government of Vietnam amending and supplementing several articles of Decree 72/2013/ND-CP of the Government of Vietnam on managing, providing, and using Internet services and online information;
- Article 2 of Decree 150/2018/ND-CP of the Government of Vietnam amending several Decrees related to business investment conditions and administrative procedures in the field of information and communications.
