On October 30, 2024, the Minister of Education and Training of Vietnam issued Decision 3238/QD-BGDDT regarding the Regulations on the management and use of computer networks to ensure the cybersecurity of the Ministry of Education and Training of Vietnam.

1. Guidelines for managing and using the computer network for the internet connection system of the Ministry of Education and Training of Vietnam

According to the provisions of Article 7 of the Regulation issued with Decision 3238/QD-BGDDT in 2024, the management and use of computer networks for the internet connection system of the Ministry of Education and Training of Vietnam are as follows:

- The Department of Information Technology is responsible for applying necessary technical measures to ensure information security in Internet connection activities, at minimum meeting the following requirements: having a firewall system and a system to protect Internet access zones, meeting simultaneous connection needs, supporting common Virtual Private Network (VPN) technologies, having integrated encryption hardware to speed up data encryption, and being capable of protecting the system against types of denial of service (DDoS) attacks; filtering out and disallowing access to websites suspected of containing malware or inappropriate content.

- The unit managing information systems using infrastructure at the Ministry's data center is responsible for cooperating with the Department of Information Technology from the system design stage, checking and reviewing information security according to the safety requirements at the level regulated in Decree No. 85/2016/ND-CP before putting the system into use. Information systems installed at the Ministry's data center must be checked to ensure information security and comply with the e-Government Architecture of the Ministry of Education and Training.

- For individuals involved:

+ The unit managing information systems using infrastructure at the Ministry's data center is responsible for sending a list of individuals assigned to manage information systems to the Department of Information Technology for management and provision of system access accounts through a Virtual Private Network (VPN).

+ Individuals using computer networks connected to the Internet, using system access accounts through a Virtual Private Network must comply with the regulations in the Regulation issued with Decision 3238/QD-BGDDT in 2024. When detecting risks to safety and cybersecurity, promptly notify the Department of Information Technology for handling.

2. Guidance on dissemination, propaganda, training, and fostering of cybersecurity in the Ministry of Education and Training of Vietnam

The dissemination, propaganda, training, and fostering of cybersecurity in the Ministry of Education and Training of Vietnam are carried out according to Article 18 of the Regulation issued with Decision 3238/QD-BGDDT in 2024 as follows:

- Heads of units under the Ministry organize the dissemination, propaganda, and enhancement of awareness and responsibility regarding cybersecurity for officials and public employees, and staff of the unit.

- The Department of Information Technology collaborates with relevant units to organize training, fostering short-term training programs to enhance cybersecurity knowledge and skills for officials and public employees of units under the Ministry.
