On January 12, 2024, the Ministry of Agriculture and Rural Development of Vietnam issued Official Dispatch 385/BNN-KTHT on the management of production, sales, and food safety control of salt in 2024.

According to statistical reports from localities, by 2023, the national salt production area will be 10,748 hectares, of which the industrial salt area is 3,497.7 hectares. To effectively manage production, processing, sales, and control of food safety and salt quality, the Ministry of Agriculture and Rural Development requests the People's Committees of provinces and centrally run cities that produce, process, and trade salt to:

(1) Strengthen state management in implementing Decree 40/2017/ND-CP on salt production and business management according to assigned functions and tasks. Manage the area of land for salt production in accordance with planning and relevant guiding documents. For productive and high-quality salt production land areas, it is recommended that the People's Committees of provinces and cities with salt production give priority to formulating and implementing planning and land use plans for salt production, processing, and consumption to meet domestic demand.

(2) Organize and implement the Salt Industry Development Project for the period 2021–2030 according to Decision 1325/QD-TTg; plan to implement Decision 1325/QD-TTg of the Ministry of Agriculture and Rural Development in Decision 766/QD-BNN-KTHT dated February 24, 2021.

- Apply technical advances to production, invest in developing production infrastructure, and associate with processing enterprises along the value chain to develop salt production. Based on specific conditions in localities, effectively carry out the work of preserving and developing traditional salt-making professions associated with agricultural and rural tourism development. Prioritize the allocation of funding sources from new rural construction programs, agricultural extension projects, industrial promotion, poverty reduction, etc., according to regulations to improve productivity, quality, and the lives of salt workers.

- Diversify salt products and develop OCOP products for local salt and salt products. Strengthen activities and diversify forms of propaganda, promotion, and introduction of salt products; provide support for building brands, geographical indications of the origin of goods; protect brand ownership for salt products in localities, and promote the trade of salt and post-salt products.

(3) Regarding management and control of food safety and salt quality

Continue to implement Decree 15/2018/ND-CP detailing Law on Food Safety, Decree 155/2018/ND-CP amending and supplementing a number of regulations related to business conditions under the state management of the Ministry of Health. Regarding detecting and handling cases of food salt and refined salt by organizations and individuals that self-declared their products in contravention of regulations, the People's Committees of provinces and centrally-run cities strengthen inspection of the use of salt products by organizations and individuals, especially the self-declaration of products in accordance with current regulations.

(4) Report on the situation of production, processing, and inspection of salt food quality and safety in provinces and centrally run cities according to report outline form No. 07, Circular 01/2020/TT-BNNPTNT on Regulations on periodic reporting regime under the state management of the Ministry of Agriculture and Rural Development, appendix attached to the document, and send it to the Ministry of Agriculture and Rural Development before the 15th of every month (through the Department of Economic Cooperation and Rural Development - No. 2 Ngoc Ha, Ba Dinh, Hanoi).
