Guidelines for Logging into an Account to Perform Administrative Procedures in the Electronic Environment

April 8, 2020, the Government of Vietnam issued Decree 45/2020/ND-CP on performing administrative procedures in electronic environments. It provides guidance on how to log into an account on the National Public Service Portal or ministerial, provincial-level public service portals.

According to Clause 4 of Decree 45/2020/ND-CP, it is stipulated: "An electronic transaction account is the electronic identity of an authority, officials and public employees having jurisdiction, organization, or individual that is electronically verified to log in to the National Public Service Portal, the Public Service Portal, the One-Stop Electronic Information System at the ministerial, provincial level when performing administrative procedures in the electronic environment and other activities as stipulated by law."

The method of logging into an account to perform administrative procedures in the electronic environment is specifically stipulated in Article 8 of Decree 45/2020/ND-CP as follows:

1. Organizations and individuals access the address of the National Public Service Portal or the Public Service Portal at the ministerial, provincial level, log in to the account, and perform user electronic authentication.

2. The level of assurance when logging in to the account

- The level of assurance of the electronic identity of organizations and individuals used to log in is based on verifying that the information of the electronic identity provided by the organization or individual is accurate through automatic comparison and cross-checking with the information and data the system manages or is connected and shared with; or is compared with the evidence provided directly by that organization or individual;

- The level of assurance for user authentication when logging into the account is based on at least one authentication factor of the organization or individual.

3. Organizations and individuals that successfully log in and authenticate on the National Public Service Portal can directly log in to the Public Service Portals at the ministerial and provincial levels or systems providing related public services through the single sign-on mechanism.

4. The level of assurance for user authentication when performing administrative procedures is determined by the authority or organization that builds and provides online public services. In case the level of assurance for authentication when performing administrative procedures requires a higher level than when logging in, the organization or individual adds authentication solutions following specific guidance from the authority providing administrative procedures at the National Public Service Portal or the Public Service Portal at the ministerial, provincial level.
