Guidelines for Locating Stolen Motorbikes

Are you someone who has previously lost a vehicle and "fortunately" it is now in the liquidation warehouse of the Traffic Police Department (PC67)? So, how can you find and recover your stolen vehicle?

Currently, on the electronic portal of the Ho Chi Minh City Police and the PC67 Division at the following two addresses: http://catphcm.bocongan.gov.vn and http://csgthcm.vn, there is an update of data regarding stolen vehicles or vehicles temporarily seized due to legal violations. When accessing these two websites, the public can easily search for their lost vehicles at the FIND OWNER link through simple steps of information declaration such as:

- Brand name;- License plate;- Engine number;- Chassis number.

Vehicles in the liquidation warehouse of PC67 are those temporarily seized due to the violator committing acts that violate the Traffic Safety Law, such as lack of vehicle documents, no driving license, alcohol level violations, etc. The violating vehicles temporarily seized are transferred to the traffic violation evidence warehouse of PC67. During the vehicle liquidation process, the authorities will conduct vehicle inspections, verify license plates, chassis numbers, engine numbers, and invite violators or vehicle owners to cooperate. At the same time, they will check the list to see if there is a match with the information about the chassis number, engine number, and license plate of a lost vehicle previously reported. If there is a match, the public will be invited to provide proof and reclaim their vehicle.

It is advised that the public promptly search for information to check if their vehicle is in the liquidation warehouse because the vehicles beyond the temporary seizure period will be put up for liquidation. Depending on the time taken to complete the liquidation steps, the process may last from about 08 months to 01 year.

Before placing the vehicles under confiscation and disposal, the authorities will also post notices in newspapers looking for the vehicle owner and publish a list of unclaimed vehicles at the team or station that issued the penalty decision. If the vehicle owner does not claim the vehicle, the authorities will propose confiscation and issue a confiscation decision.

After the confiscation decision is issued, the traffic police will transfer the vehicle to the auction center of the Department of Justice and the Price Management Committee of the Department of Finance to set a price and auction it. Vehicles put up for auction are usually sold in lots and divided into two lists: First, vehicles that can be re-registered (vehicles with brand, make, model, chassis numbers, engine numbers) and second, vehicles with cut chassis sold as scrap metal.
