On July 30, 2024, the Ministry of Education and Training (Hanoi, Vietnam) issued Official Dispatch 3898/BGDDT-GDTH on guidelines for implementing tasks​ for primary education for the academic year 2024-2025 in Vietnam

Guidelines for implementing tasks​ for primary education for the academic year 2024-2025 in Vietnam 

Based on the actual situation of the localities, to effectively implement the tasks, the Ministry of Education and Training of Vietnam (MOET) guides the Departments of Education and Training (DOET) to deploy the implementation of the 2024-2025 academic year tasks for primary education as follows:

* General Tasks

- Effectively implement the primary education program issued with Circular 32/2018/TT-BGDDT on December 26, 2018, by the Minister of Education and Training of Vietnam; enhance school safety; effectively execute decentralized management associated with accountability in organizing academic year plans in accordance with regulations and local reality.

- Focus on planning the development of school networks and ensuring facilities and teaching equipment; maintain and improve the quality of primary education universalization and implement primary education as compulsory education in accordance with the Education Law 2019.

- Continue to improve the quality of the teaching staff and management personnel; develop plans for recruitment, training, and self-training to have enough teachers, ensuring the quality of teaching subjects and educational activities according to the primary education program; effectively deploy the evaluation and regular training of teachers and management personnel according to professional and principal standards.

- Promote digital transformation, innovate management, and school governance[1]; implement democratic, disciplined, orderly, quality, and effective governance in primary education institutions.

- Continue implementing inspection, supervision as per authority; effectively utilize textbooks, learning resources, teaching equipment suitable to reality; flexibly apply methods, teaching organization forms to develop students' qualities and capacities; launch and organize emulation movements, spreading exemplary models in teaching activities.

* Specific Tasks

For instance, the task of enhancing innovation in education management is as follows:

- Continue to implement innovations in management in primary educational institutions according to regulations, focusing on the following key contents:

+ Promote the use of information technology in organizing and managing professional activities in primary educational institutions; enter data, exploit, and uniformly use the entire sector's data on schools, classes, students, teachers, national standard schools, and other information in management and reporting.

+ Continue to streamline documents and records within the school.

+ Manage and utilize reference publications according to regulations, strictly prohibiting the abuse of teachers' and management personnel’s positions to enforce or promote the purchase of reference publications by students or parents.

- Enhance management of educational linkages with foreign countries using integrated education programs approved by MOET. Do not allow educational institutions to establish foreign linkages without ensuring implementation conditions.

- Strengthen inspection and guidance on implementing education and training policies and laws, focusing on the following inspection areas: implementation of the primary education program; selection of textbooks, management, and utilization of reference publications; management of teaching activities; management of private primary educational institutions, educational institutions with foreign elements, integrated education programs, foreign education programs, education programs in foreign languages; mandatory education content for Vietnamese students at private educational institutions with foreign investment.
