Guidelines for Implementing Labor Management in the Military Telecom Corporation

August 24, 2016, the Government of Vietnam issued Decree 121/2016/ND-CP on pilot management of labor and wages for the Military Telecommunications Group during the period of 2016 - 2020.

The management of labor at Viettel Group and companies in which Viettel Group holds over 50% of the charter capital shall be implemented as follows:

- Review the organizational structure, labor norms, and determine job titles to ensure efficient recruitment and labor use.- Annually, develop a labor plan as the basis for recruitment, labor use, and the company's charter; report to the owner's representative agency for opinions before implementation.- Carry out labor recruitment and utilization.- In the fourth quarter each year, evaluate the implementation of the labor plan as the basis for developing the labor plan for the following year; in cases where recruitment exceeds the plan, leading to employees having no jobs, being laid off, or having their labor contracts terminated, full policies for employees must be resolved.
