Guidelines for Identifying and Classifying Emergency Situations in Petroleum Activities

Circular 40/2018/TT-BCT was issued by the Ministry of Industry and Trade, stipulating the construction and contents of safety management documents in petroleum activities. The document takes effect from December 14, 2018.

According to Circular 40, the identification and classification of emergency situations must be based on the capacity, scale, and complexity of the project or work. Specifically, emergency situations are classified as follows:

- Level 1 Emergency Situation: This is when an incident occurs on a small scale, without the ability to directly threaten human life or the existence of a part of the project. The situation is handled and remedied by local personnel.- Level 2 Emergency Situation: This is when an incident occurs on a medium scale, with the potential to directly threaten human life and the existence of a part of the project. The situation is handled and remedied by the rescue forces of the organization under the command of the Emergency Response Command, and it may require the rescue forces of other units and relevant local authorities.- Level 3 Emergency Situation: This is when an incident occurs on a large scale, posing serious dangers to many people, with the ability to destroy the project and significantly impact the environment. This situation is handled and remedied by the national specialized forces, related ministries and central authorities, and possibly foreign forces.
