The Ministry of National Defense issued Circular 119/2016/TT-BQP on August 30, 2016, providing detailed guidance on the handling of results after inspecting NitroGlyxerin generating equipment.
the handling of results after inspection is guided by Circular 119 as follows:
- Draw up an inspection record with full content as prescribed. The record must clearly and fully state the contents and standards applied during the inspection, including the standards the equipment owner requires for the inspection which have higher safety criteria than those specified in TCVNs (when the equipment is manufactured according to the corresponding standards and safety criteria).
- Approval of the inspection record:
The minimum required composition to approve the inspection record must include the following members:
- Representative of the facility or person authorized by the facility;- Person assigned to participate and witness the inspection;- Inspector conducting the inspection.
Note, when the record is approved, the inspector, the person witnessing the inspection, the representative of the facility, or the person authorized by the facility must sign and seal the record. The inspection record is made into two (02) copies, each party is responsible for keeping one (01) copy.
- Summarize the inspection results in the equipment's history (clearly stating the inspector's full name, inspection date, and applied standards).
- Affixing the inspection seal: When the equipment meets safety technical requirements, the inspector will affix the inspection seal on the equipment (The inspection seal template is as prescribed by the Ministry of Defense). The inspection seal is affixed in an easily observable position.
- Issuing an Inspection Results Certificate. The certificate issuance is carried out as follows:
- When the inspected equipment meets safety technical requirements, the inspection unit issues the Inspection Results Certificate for the equipment within 05 working days from the date of approving the inspection record at the facility;- When the inspected equipment does not meet safety technical requirements, only the inspection record is drawn up and approved; only the inspection record is issued to the facility, clearly stating the reasons the equipment did not meet the inspection requirements, suggesting corrective measures, and the deadline for implementing these recommendations; at the same time, sending the inspection record and notification to the labor safety management agency under the Ministry of Defense managing the unit installing and using the equipment.
