Guidelines for Handling Inspection Results of Manual Propelling Device Hoists

This content is specifically stipulated in Circular 128/2016/TT-BQP issued by the Ministry of National Defence on August 30, 2016.

Circular 128 stipulates that an inspection report must be prepared with full content as prescribed. The report must clearly and fully record the contents and standards applied during the inspection, including the standards required by the equipment owner if the safety indicators are higher than the prescribed indicators (when the equipment is manufactured according to the corresponding standards and safety indicators).

According to the regulations, the minimum composition required to participate in the approval of the inspection report must include the following members:

- A representative of the facility or an authorized person of the facility;- A person appointed to participate and witness the inspection;- An inspector performing the inspection.

When the report is approved, the inspector, the person participating in witnessing the inspection, the representative of the facility, or the authorized person of the facility must sign and stamp (if any) the report. The inspection report is made in two (02) copies, each party is responsible for retaining 01 copy.

In addition, the handling of inspection results is also guided by Circular 128 as follows:

- Summarize the inspection results in the lift winch's documentation (clearly stating the inspector's full name, the date of inspection, and the standards applied).- Affix the inspection label: When the lift winch meets the technical safety requirements, the inspector affixes the inspection label to the equipment (the inspection label template is as prescribed by the Ministry of National Defense). The inspection label is affixed in an easily observable position.

The issuance of the Inspection Result Certificate is regulated in Circular 128 as follows:

- When the lift winch meets the technical safety requirements, the inspection unit issues the inspection result certificate for the equipment within 5 working days from the date of approving the inspection report at the facility;- When the lift winch does not meet the requirements, only the inspection report is prepared, and the inspection report is approved; only the inspection report is issued to the facility, which must clearly state the reasons why the equipment does not meet the inspection requirements, recommend corrections and the timeframe for implementing these recommendations; at the same time, send the inspection report and notify the safety management authority of the focal point under the Ministry of National Defense that manages the installation and use of the equipment.
