Guidelines for Handling Cases of Persons with Meritorious Services to the Revolution Encountering Issues

This is a notable regulation mentioned by the Ministry of Defense in Circular 202/2013/TT-BQP, providing guidance on the order and procedures for recognition; and organizing the implementation of preferential policies for people with meritorious services to the revolution under the responsibility of the Ministry of Defense.

According to the provisions of Circular 202/2013/TT-BQP, if there are any difficulties in the appraisal or review of dossiers for people with meritorious services to the revolution, the handling shall be conducted as follows:

- In cases where the dossier is not prepared correctly or sufficiently according to the regulations, and the responsibility for signing documents is not correct, the dossier will be returned for supplementation and completion. If the documents used for the review are original but have been altered or additional content has been added, they will be sent back to the proposing unit for verification and clarification of the legal validity of the dossier.- Do not accept dossiers in the following cases: Documents used for review do not have the original; documents written with two different inks; documents erased, altered with additional writing, or backdated to legalize the dossier.- In cases where dossiers or documents show signs of falsification (using chemicals to erase, or suspected forgery of signatures, seals, document formats), check and clarify; require the subject to provide an explanation, a pledge and present a confirmation from the inspection agency or the agency issuing those documents.- In cases of concluded falsified dossiers, make a record to retrieve the dossier; propose handling according to authority; notify and request the local authorities where the subject resides to coordinate handling responsibilities according to legal regulations.
