This is an important provision stipulated in Circular 34/2019/TT-BGTVT issued by the Ministry of Transport, amending and supplementing several articles of Circulars regulating inland waterway transport.
Handling accident incidents within the port water area, terminals, and inland waterways is guided in Clause 5, Article 1 of Circular 34/2019/TT-BGTVT as follows:

- Organizations and individuals involved in search and rescue operations within port waters, terminals, and inland waterways shall comply with regulations stipulated in Clause 22, Article 1 of the Law amending and supplementing a number of articles of the Law on Inland Waterway Traffic, Decision No. 51/2015/QD-TTg on the organization of search and rescue operations on inland waterway traffic, and handle accidents and environmental protection according to current legal provisions.
According to Circular 34/2019/TT-BGTVT, the handling of accidents within maritime port waters and navigation channels is guided as follows:
- Organizations and individuals involved in handling accidents within maritime port waters and navigation channels shall comply with Decision No. 06/2014/QD-TTg dated January 20, 2014, issued by the Prime Minister of Vietnam, promulgating the Regulation on coordination in search and rescue operations at sea and in maritime port waters. Circular No. 34/2015/TT-BGTVT on reporting and investigating maritime accidents, Circular No. 39/2017/TT-BGTVT amending and supplementing a number of articles of Circular No. 34/2015/TT-BGTVT specifying the reporting and investigation of maritime accidents.
