Guidelines for foreign information activities in 2024 issued by the Ministry of Information and Communications of Vietnam (Internet image)
Regarding this issue, LawNet would like to answer as follows:
On March 18, 2024, the Ministry of Information and Communications issued Official Dispatch 947/BTTTT-TTDN on guiding foreign information activities in 2024.
Based on Conclusion 57-KL/TW; Decree 72/2015/ND-CP; Circular 02/2019/TT-BTTTT, Ministry of Information and Communications guides the foreign information activities of ministries, ministerial-level agencies, and Government agencies, focusing on the following key tasks:
(1) Implement documents guiding foreign information work
Implement Conclusion 57-KL/TW in 2023; Directive 12-CT/TW; Instruction 127-HD/BTGTW 2023; Document 132-HD/BTGTW year 2023.
(2) Strengthen coordination between forces working on foreign information work
- Proactive in signing coordination programs on foreign information or topics/ according to projects and tasks between agencies and between agencies and newspapers and radio stations in policy communication and foreign communication in the field of management.
- Strictly and proactively implement statements, reports, and information sharing according to Circular 02/2019/TT-BTTTT.
(3) Proactively organize training and professional development courses for officials working in foreign information affairs of ministries
Coordinate with the Ministry of Information and Communications to participate in Workshops - Media training to promote the image of Vietnam and provinces/cities, contributing to improving the quality and effectiveness of foreign information work in the new situation, according to Conclusion 57-KL/TW.
(4) Innovate the content and methods of foreign information information
Apply information technology and new communication methods to foreign information activities. For events promoting the national image abroad, ministries are requested to coordinate with the Ministry of Foreign Affairs and the Ministry of Information and Communications according to the provisions of Article 8 of Circular 02/2019/TT-BTTTT.
(5) Improve efficiency and proactiveness in explaining, clarifying, and fighting against misleading information in the field of management
Actively organizing the capture and creation of materials, documents, records, and arguments to explain, clarify, and fight false information affecting the reputation and image of the country and the Ministry's management field. Effectively implement the spokesperson mechanism prescribed in Decree 09/2017/ND-CP.
Upon receiving a written request from the Ministry of Information and Communications regarding misleading information that affects the national reputation in the field of management, relevant ministries are requested to proactively provide materials, documents, records, and arguments to the Ministry of Information and Communications for coordinated implementation of information measures, propaganda, and foreign information to protect the national reputation and image as stipulated in Article 6 of Circular 02/2019/TT-BTTTT.
Regarding some hot cases related to the specialized management fields of the Ministries, the Ministries are requested to coordinate with the Ministry of Information and Communications to provide information at the Conference to provide information to the press on human rights work and foreign information organized by the Ministry of Information and Communications.
(6) Actively implement schemes and projects approved by the Government/Prime Minister
- Decision 1079/QD-TTg of 2020 approving goals, tasks, and solutions to innovate and improve the capacity of propaganda and foreign information work, contributing to building a border of peace and friendship, cooperation, and development:
The Ministry of Information and Communications has issued Official dispatch 3890/BTTTT-TTDN in 2020, guiding ministries, ministerial-level agencies, Government agencies, and People's Committees of provinces and centrally-run cities to implement Decision 1079/QD-TTg.
- Decision 1079/QD-TTg in 2022 approving the Human Rights Communication Project:
+ Develop an implementation plan for Decision 1079/QD-TTg and send it to the Ministry of Information and Communications for general monitoring and coordination.
+ In 2024, the focus will be on achieving the outcomes of implementing recommendations under the Universal Periodic Review (UPR) mechanism, submitting the National Report on the implementation of the Convention against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment (CAT), and anticipated protection of the National Report on the implementation of the International Covenant on Civil and Political Rights (ICCPR):
Ministries assigned to preside over conventions and reports proactively develop communication projects/plans and propaganda-oriented documents.
to coordinate with the Ministry of Information and Communications to orient the press and direct public opinion before, during, and after the Report Defense session.
At the same time, coordinate with the Ministry of Information and Communications to communicate achievements in ensuring freedom of belief and religion; ensuring the rights of ethnic minorities; preventing and combating human trafficking; ensuring the rights of domestic and foreign workers; and implementing international commitments on human rights.
+ Ministries proactively develop communication data on Conventions/rights groups assigned to preside over, store, and be ready for integration after the Ministry of Information and Communications completes the construction of a human rights communication database.
+ Proactively coordinating with the Ministry of Information and Communications to deploy communication measures to clarify and fight information against Vietnam in the fields of democracy, human rights, ethnic religion, etc.
(7) Coordinate with the Ministry of Information and Communications to effectively implement a number of activities
- Organizing Happy Vietnam event - Festival of Vietnamese people speaking out about a happy life in 2024.
- Report summarizing and evaluating the results of implementation of Decree 72/2015/ND-CP of the Government on the management of foreign information activities in the period 2015–2024 and proposing amendments and supplements to the Decree (if any).
- Check and evaluate the implementation of Decree 72/2015/ND-CP of the Government at a number of ministries: the Ministry of Foreign Affairs, the Ministry of Culture, Sports and Tourism, and the Ministry of Industry and Trade.
