According to regulations in Decree 56/2015/ND-CP, officials and public employees must be evaluated in December 2016 for the whole year of 2016. For public service providers operating in the education, training sectors, and some other fields that conclude their work year before December annually, the timing for evaluating and categorizing officials and public employees is decided by the head.
According to Decision 851/QD-TCCB in 2016 on the Regulations for the evaluation and categorization of cadres, public employees, workers in People's Courts issued by the Chief Justice of the People's Court, evaluations and classifications for officials and public employees, workers are conducted annually in December. The evaluation period for officials and public employees, workers in People's Courts is from October 1 of the previous year to September 30 of the following year (evaluation year).
For public service providers operating in the education and training sectors (Judicial Academy) and some other fields that conclude their work year before December annually, the timing for evaluating and categorizing officials and public employees, workers is decided by the head.
According to Official Dispatch 3804/BTP-TCCB on evaluating and categorizing cadres, public employees, workers in 2016 issued by the Ministry of Justice, the evaluation period is from January 1, 2016, to October 30, 2016 (estimated to December 31, 2016). Heads of units under the Departments, Inspectorate, Ministry Office; public service providers under the Ministry; public service providers under the Departments are to organize the unit's evaluation in 2016 and submit the Official Dispatch along with evaluation sheets, classification reports summarizing the evaluation results for the unit's officials in 2016 to the Ministry (via the Organization Department) before November 30, 2016.
Based on the evaluation results, officials are classified as follows:
- Outstanding task completion;
- Good task completion;
- Task completion with limited capabilities;
- Failure to complete tasks.
For public employees, classification based on evaluation results is as follows:
- Outstanding task completion;
- Good task completion;
- Task completion;
- Failure to complete tasks.
The criteria for evaluating each level for officials and public employees follow the regulations in Decree 56/2015/ND-CP.
