Guidelines for Estimating, Allocating the Budget to Support Mountain Region Development

On October 5, 2017, the Ministry of Finance issued Circular 105/2017/TT-BTC guiding the financial management mechanism for the implementation of Decision 2085/QD-TTg approving the specific policy to support the socio-economic development of ethnic minority and mountainous areas for the 2017-2020 period.

Circular 105 guides the preparation of estimates, budget allocation for the implementation of policies on supporting homestead land, productive land, drinking water, etc. as follows:

- Provincial People's Committees (PPCs) direct relevant agencies to review and identify beneficiaries, determine funding needs for each policy, and prepare and approve a Scheme for implementation.- Annually, the Department of Planning and Investment prepares the funding estimates for the local Scheme according to each policy, reports to the PPCs, which then send the aggregate report to the Committee for Ethnic Minority Affairs, and thereafter the Ministry of Planning and Investment submits it to the Government of Vietnam and the National Assembly for decision.- Provincial-level ethnic affairs agencies will lead and cooperate with relevant units to develop a detailed capital allocation plan for each policy and send it to the Department of Finance and the Department of Planning and Investment for consolidation and reporting to the PPCs, which will then present it to the People's Council at the same level for decision.- PPCs allocate the budget estimates to district-level authorities, where the district finance agencies will present it to the District People's Committees, which will then submit it to the District People's Council for decision.- District People's Committees decide on capital allocation and inform each commune, ward, and commune-level town about each support policy for the households listed in the approved list.
