Guidelines for Developing Community Capacity Building Plans under Program 135

This is noteworthy content mentioned in Circular 01/2017/TT-UBDT, which provides detailed regulations on the implementation of Project 2 (Program 135) under the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.

According to the provisions of Article 12 of Circular 01/2017/TT-UBDT, the Ethnic Affairs Committee, the Ethnic Affairs Department presides, cooperates with the Commune People’s Committee, relevant agencies to review goals, tasks, assess the current capacity of grassroots officials and communities, identify specific needs for capacity building suitable to each target group in each area.

Additionally, the Ethnic Affairs Committee presides, cooperates with relevant provincial departments and authorities to develop the Framework Program (list of topics, content of training) to enhance the capacity to implement the Program.

Subsequently, based on the Framework Program and specific capacity building needs compiled from the commune and district levels, the Ethnic Affairs Committee develops an annual and periodic capacity-building plan to submit to the Provincial People’s Committee for approval. The capacity-building plan includes the following activities:

- Compile and print documents;- Organize training classes for the community and grassroots officials (including repeated training sessions, advanced training for practical content to strengthen the capacity of the community and grassroots officials);- Summarize, exchange, share experiences, study tours.

Regarding training formats:

- For the community: use a learn-and-practice approach, limit pure theoretical lectures;- For grassroots officials: use short-term training with a learner-centered method, encourage sharing and discussion;- Training classes must be associated with specific projects, groups, the implementation time must be suitable for the project construction period, project cycle, group activity schedule.

Regarding the training duration: Each training session must not exceed 04 days for the community, not exceed 05 days for grassroots officials.

Training venue: at each village, inter-village, each commune or centralized training at the district, provincial level. The choice of training venue must ensure convenient travel conditions and minimize costs.

For expenses for exchange and sharing of experiences between localities inside and outside the province, study tours maximize 10% of the total annual capacity-building sub-project funds, decided by the Provincial People’s Committee based on the recommendation of the Ethnic Affairs Committee.
