The Directorate for Standards, Metrology, and Quality shall take the lead and coordinate with relevant agencies and units in formulating five-year and annual TCVN/QS construction plans.

In Clauses 2, 3, Article 10 of Circular 25/2020/TT-BQP guiding the formulation and approval of the five-year and annual TCVN/QS construction plans as follows:
First, the five-year TCVN/QS construction plan:
- The plan's content includes: the field, construction object; type of standard; number of standards; implementation time; funding source for implementation. The content of the five-year plan is regulated in Annex I issued together with this Circular.- In the second quarter of the final year of the five-year plan, agencies and units under the Ministry of National Defense compile the next five-year plan within their assigned field or specialty and send it to the Directorate for Standards, Metrology, and Quality for consolidation.- Based on the development orientation of the Ministry of National Defense, the Directorate for Standards, Metrology, and Quality formulates the five-year TCVN/QS construction plan, solicits opinions from related agencies and units; within no more than 20 days from the date of receiving the five-year TCVN/QS construction plan dossier, agencies and units must send their written opinions to the Directorate for Standards, Metrology, and Quality for consolidation, completion, and reporting to the Chief of the General Staff for submission to the Minister of National Defense for decision-making.- The five-year plan is reviewed, adjusted, and supplemented as proposed in writing by agencies and units or as assigned by the Minister of National Defense.
The adjustment and supplementation of the five-year TCVN/QS construction plan shall be carried out according to the procedures specified at points a and b of this clause.
Second, the annual TCVN/QS construction plan:
- The plan's content includes: Name of the standard to be constructed; implementation time; construction method (adoption of international, regional, or foreign standards; new construction; revision, supplementation); cost estimation and source of funding; primary construction unit, coordinating unit. The content of the annual TCVN/QS construction plan is regulated in Annex II issued together with this Circular.- In the second quarter of each year, based on the five-year TCVN/QS construction plan, the need for construction, revision, supplementation, replacement, and the result of regular review of TCVN/QS; agencies and units under the Ministry of National Defense send the annual TCVN/QS construction plan for the following year within their assigned field or specialty to the Directorate for Standards, Metrology, and Quality.- Based on the five-year and annual TCVN/QS construction plans of the agencies and units, the Directorate for Standards, Metrology, and Quality formulates the annual TCVN/QS construction plan, solicits opinions from related agencies and units; within no more than 10 days from the date of receiving the dossier, agencies and units must send their written opinions to the Directorate for Standards, Metrology, and Quality.- The Directorate for Standards, Metrology, and Quality studies, aggregates, and completes the dossier to report to the Chief of the General Staff for submission to the Minister of National Defense for decision-making;- Implement the annual plan.- Based on the annual TCVN/QS construction plan of the Minister of National Defense, heads of agencies and units organize the implementation.- Adjust and supplement the plan.
Before October 1 each year, agencies and units send written proposals for adjusting and supplementing the annual TCVN/QS construction plan to the Directorate for Standards, Metrology, and Quality for consolidation and reporting to the Chief of the General Staff for submission to the Minister of National Defense for decision-making.
