The Hanoi People's Committee issued Decision 34/2024/QD-UBND on the method of determining population targets for apartment buildings, mixed-use apartment buildings, and some other residential buildings in Hanoi, Vietnam.

According to this regulation, it specifies the method for determining the population for apartment buildings, mixed-use apartment buildings, and certain other accommodation facilities, including hotels, resorts, vacation villas, combined office and accommodation buildings, residential apartments, and adjacent commercial houses within Hanoi city.
The method for determining the population for apartment buildings, mixed-use apartment buildings, hotels, resorts, vacation villas, combined office and accommodation buildings, residential apartments, and adjacent commercial houses within the territory of Hanoi city, Vietnam, must adhere to the following principles:
- Controlling the population according to the targets defined in the approved higher-level planning. Ensuring consistency throughout the entire process of formulating, appraising, and approving construction plans and investment projects according to regulations.
- Aligning with population forecasts and practical population development in Hanoi city. Ensuring the effective management of the state.
- Conversion calculations for certain accommodation facilities, including resorts, vacation villas, combined office and accommodation buildings, residential apartments, and adjacent commercial houses, aim to calculate social infrastructure and technical infrastructure indicators without changing land use functions according to authorized planning.
- During the detailed planning stage, overall planning, and architectural plans, the population of apartment buildings, mixed-use apartment buildings used for commercial housing is determined based on either a ratio of 3.6 persons per apartment or the structure of the living spaces and corresponding apartment areas as follows:
+ One-bedroom apartment: Apartment area ranging from 25 m2 to 45 m2: 1 person.
+ Two-bedroom apartment:
Apartment area ranging from over 45 m2 to 70 m2: 2 persons.
Apartment area ranging from over 70 m2 to 100 m2: 3 persons.
+ Apartments with three or more bedrooms:
Apartment area ranging from over 100 m2 to 125 m2: 4 persons.
Apartment area over 125 m2: 5 persons.
- During the detailed planning stage, overall planning, and architectural plans, the population of apartment buildings, mixed-use apartment buildings used for social housing is determined based on the structure of the living spaces and corresponding apartment areas as follows:
+ One-bedroom apartment: Apartment area ranging from 25 m2 to 40 m2: 1 person.
+ Two-bedroom to three-bedroom apartment:
Apartment area ranging from over 40 m2 to 55 m2: 2 persons.
Apartment area ranging from over 55 m2 to 70 m2: 3 persons.
Apartment area ranging from over 70 m2 to 77 m2: 4 persons.
- In cases where there is inconsistency between the apartment area and the structure of living spaces defined in point a, b, c of Clause 1 and point a, b of Clause 2 in Article 4 of Decision 34/2024/QD-UBND, the population for apartment buildings, mixed-use apartment buildings is determined based on the corresponding apartment area.
- For special projects (housing for experts, public housing, etc.) where the application of regulations in Clause 1 of Article 4 of Decision 34/2024/QD-UBND is not suitable, the Department of Planning and Architecture shall report to the People's Committee of the city for consideration and decision-making.
