Guidelines for Determining Energy Consumption Norms for Products Manufactured in the Plastics Industry

According to Circular 38/2016/TT-BCT, the specific energy consumption (SEC) for each product of plastic manufacturing facilities is determined by the following formula:

- Psxi: total electricity used for production- Pi: production output of the product with specific energy consumption

Determining the total electricity used for production Psx:

For production facilities producing multiple types of products simultaneously: the facility must have electricity meters at each direct production section and at auxiliary production sections. Electricity used for the production of product i:

Psxi = Ptti + Ppti

- Direct production electricity Ptti: determined through the meter system at the direct production section.

- In case the product is a plastic bottle produced from plastic preforms:

Psxi = 1.505 x Ptti + Ppti

- Auxiliary production electricity Ppti: determined as follows.

- In case the auxiliary production electricity for each product can be separated:

Ppti: auxiliary electricity used for the production of product i is determined from the corresponding meter system.

- In case the auxiliary system is used for the production of various products, has a total electricity meter, and cannot separate the auxiliary electricity for each product through the meter system:

Ppti: calculated based on the proportion of the production output of product i to the total production output of products using auxiliary energy, wherein: the production facilities independently separate the auxiliary electricity for the corresponding products, and the total auxiliary electricity for the production of the products i must equal the total electricity measured at the auxiliary energy system.

Circular 38/2016/TT-BCT takes effect from February 10, 2017.
