On November 14, 2016, the Ministry of Finance issued Circular 279/2016/TT-BTC stipulating the rates, collection policies, remittance, management, and use of fees in food safety and hygiene work.
The declaration and payment of fees in the field of food safety are guided by Circular 279/2016/TT-BTC as follows:
- No later than the 5th day of each month, the fee-collecting organization must transfer the collected fees of the previous month into the fee-waiting account at the State Treasury.- The fee-collecting organization shall declare and pay the collected fees monthly, and finalize annually according to the guidance in Clause 3, Article 19, Clause 2, Article 26 of Circular 156/2013/TT-BTC, which guides the implementation of certain articles of the Law on Tax Administration; the Law amending and supplementing certain articles of the Law on Tax Administration; and Decree 83/2013/ND-CP.
Also according to Circular 279/2016/TT-BTC, the Ministry of Health, the Ministry of Industry and Trade, the Department of Industry and Trade, the Food Safety Department, and the assigned units are the organizations collecting fees in the field of food safety.
