This is the content mentioned in Circular 34/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs, amending and supplementing several provisions of Circular 07/2017/TT-BLDTBXH dated March 10, 2017, regulating working policies of vocational education teachers.

According to the newly amended regulations at Clause 2, Article 3 of Circular 34/2018/TT-BLDTBXH in cases where teachers do not fully utilize the allocated time for standardization training, advanced training, or scientific research, the Principal or Director shall convert the remaining time to teaching or to perform other tasks as assigned by the Principal or Director.
Notably, the converted hours shall be added to the teaching hour quota for the academic year of the teacher. The conversion ratio shall correspond to the proportion of time not used for training, standardization, advanced training, scientific research, and the time dedicated to teaching and educating students, specified at point a of this clause.
In cases where teachers participate in standardization training or advanced training exceeding the regulation of 08 weeks for college-level teachers; 04 weeks for secondary-level teachers, they are entitled to a reduction of 14 hours per week of training.
This regulation applies to teachers, officials, and public employees managing participants teaching college, secondary, and primary levels within vocational education institutions.
Additionally, Circular 07/2017/TT-BLDTBXH also stipulates the working and annual leave time for college and secondary-level teachers as follows:
The working time for teachers teaching at the college and secondary levels is 44 weeks per year according to the 40-hour work week policy, including:
- Teaching and educating students: 32 weeks for college-level teachers; 36 weeks for secondary-level teachers;
- Training, standardization training, advanced training, scientific research: 08 weeks for college-level teachers; 04 weeks for secondary-level teachers;
- Internship at enterprises or specialized agencies: 04 weeks for both college and secondary-level teachers;
The annual leave time for teachers is 08 weeks, while public employee managers who participate in teaching are regulated under Clause 5, Article 5 of this Circular to 06 weeks, including summer break, Tet holidays, and other festive days, among which:
- Summer break substitutes for annual leave, with full salary and allowances (if any);
- Other leave policies follow current legal regulations;
- Based on the academic year's plan and specific conditions of each vocational education institution, the Principal or Director arranges leave at appropriate times for teachers.
