On June 12, 2024, the Minister of the Ministry of Home Affairs issued Circular 02/2024/TT-BNV stipulating measures for the implementation of Decree 28/2024/ND-CP, guiding the procedures for conferring and posthumously awarding the “Glorious Youth Volunteer Medals” and commendations for anti-war achievements in Vietnam.
According to Article 3 of Circular 02/2024/TT-BNV, the review and awarding of commendations for anti-war achievements are as follows:
- The review and recommendation for awarding anti-war achievements must be precise, objective, and legally based, ensuring the right person and achievements are rewarded. When appraising the awards dossiers for anti-war achievements, special attention should be paid to the level of achievement. Individuals proposed for commendation must have participated actively and continuously in the anti-war efforts, meeting the standards and conditions under the Anti-War Achievement Commendation Charter and other guiding documents.
- The appraisal of the dossiers and submission to the competent authority for review and recommendation for commendation for achievements in the resistance against the French and American wars must comply with the regulations of the Anti-War Achievement Commendation Charter issued with Resolution 6-NQ/TVQH dated August 29, 1960, by the Standing Committee of the National Assembly; the Anti-War Achievement Commendation Charter against the American War issued with Resolution 47-NQ/HDNN7 dated September 29, 1981, by the State Council, along with other guiding documents.
- For commendation proposals from key cadre and staff members of local agencies in the North, the recommendation will be based on lists of cadre and staff members of Communist Party organizations, governments, mass organizations, and cooperatives from July 20, 1954, to April 30, 1975, which have been established as a basis for commendation (local personnel lists are created as per regulations). Personal confirmations are not used as a basis for commendations, only as reference documents.
- For military personnel returning to civilian life or being discharged, a service discharge or transfer decision is required. In the event the documents are lost, a confirmation letter from the district military command (or former managing unit) detailing the service process, referencing which documents, the registry number, the order number on the list, date of enlistment, date of discharge, time of participation in combat zones B, C, K (if any), dates of assignment to units, or registration with district military command is required, accompanied by a photocopy of the list mentioning the confirmed individual (photocopy with the stamp of the district military command or the former managing unit).
- For Communist Party members, a certified copy of the party member's profile and confirmation of party activities from the managing party unit is required. Copies of the party member’s profile certified by the commune, ward People's Committee are not acceptable.
- For cadre and staff members, their profiles, retirement decisions, resignation from work due to disability, or labor books are required. Cadre, staff, and military personnel must have confirmation from their working agencies from 1983 to the present regarding their work process, commendations, disciplinary actions, and reasons for not receiving anti-war commendations. If only containing retirement decisions, resignation due to disability, or labor books, it is insufficient. If the person has only worked at one agency since the commencement of commendations till the present, the local commendation council must state the reasons for not being considered.
- Individuals under 18 years old will only be recognized and considered for commendation if they participated in an organization during the resistance against the American War and were acknowledged by the organization as part of the official roster. Persons under 18 who did not engage in an anti-war organization are not considered for commendations.
- For those who assisted the resistance, detailed accounts of the assistance must be provided in the individual's achievement declaration and confirmations.
- Confirmations from collectives, responsible officers, task assigners, involved persons, or individuals with clear knowledge of the assistance must match the data in the “History of Local Resistance” or the “History of the Local Communist Party Cell.”
- The commendation dossier must include confirmation from the local residence on adherence to the Communist Party's guidelines, state policies, and laws, along with the minutes from the local commendation review council.
