On February 21, 2024, the Ministry of Home Affairs issued Instruction 836/HD-BNV to reward collectives and individuals with achievements in activities to celebrate the 70th anniversary of the victory of Dien Bien Phu (May 7, 1954–May 7, 2024).

(1) Objects and principles of commendation

- Subjects of commendation: collectives and individuals have many achievements in the organization and participation of commemorative activities.

- Regarding the principle of commendation

Ensure the provisions of the Law on Emulation and Reward 2022 and the documents detailing the implementation, specifically as follows:

+ Do not reward many times or in many forms for an achievement achieved.

+ Have not considered or proposed to consider and reward collectives and individuals within the time when competent authorities consider disciplining, handling administrative violations, or are in the process of investigation, prosecution, trial, inspection, and examination when signs of violations, complaints, and denunciations are being verified and clarified.

(2) Standards for and forms of commendation

(2.1) Standards for commendation

* Collective:

- Internal solidarity and exemplary compliance with the Party's guidelines, policies, and laws of the State.

- There are many achievements in the preparation, organization, and implementation of commemorative activities recognized by competent authorities.

- There is much appropriate propaganda and memory about the meaning, stature, and great historical values of the Dien Bien Phu victory.

* Individual:

- Exemplary exemplary compliance with the Party's guidelines, policies, and laws of the State.

- There are many achievements in advising, preparing, organizing, and implementing commemorative activities recognized by competent authorities.

- Being a typical example, taking action, and practical work; there are innovations, creative, and effective solutions in implementing and implementing commemorative activities, contributing to the success of commemorative activities.

(2.2) Form of commendation

- Certificate of Merit from the Prime Minister

- Merit of the Minister, heads of ministerial-level agencies, heads of departments, branches, central organizations, and presidents of People's Committees of provinces and cities directly under the Central Government (the following is abbreviated as a certificate of merit at the ministry and province)

- Certificate of Merit

(2.3) The number of commendations

- The central ministries, departments, committees, and the Central Committee of the Vietnam Fatherland Front, political-social organizations, social organizations, people's organizations, and centrally governed provinces and cities (hereinafter referred to as ministries, departments, and provinces) directly participate in the state-selected commemorative activities, and are requested to propose no more than 02 cases (collective or individual) for the Prime Minister's Certificate of Merit. However, for Dien Bien province, the Ministry of Defense is requested to propose no more than 04 cases (collective or individual) for the Prime Minister's Certificate of Merit.

- Certificate of Merit from ministries and provinces; Certificate of Merit: considering and deciding by ministries, branches, and provinces.

(3) Bonuses, procedures and documents for state commendation

(3.1) Bonus

Comply with the current provisions of the law on emulation and commendation.

(3.2) Procedures and documents for state commendation

* Procedure

At the conclusion of the commemorative activities, based on the mentioned criteria and target groups, ministries, departments, and provinces shall assess, evaluate, reward, and propose commendations for collectives and individuals who have achieved outstanding performance in organizing and participating in the commemorative activities according to the prescribed legal procedures.

* Application

- Proposals for the reward of ministries, branches, and provinces.

- Minutes of the commodation and emulation meeting of the Emulation and Reward Council of the Ministry, branches, and provinces.

- Report on the achievements of collectives and individuals proposed to be rewarded (according to the form of unexpected reward achievement).

- The opinion of the Central Propaganda Department (the Standing Committee of the Central Steering Committee to celebrate the 70th anniversary of the victory of Dien Bien Phu).
