Guidelines for Background Verification for Admission to the Communist Party (latest)

Guidance 01-HD/TW on the implementation of the Charter of the Communist Party issued by the Central Executive Committee on January 05, 2012, is no longer in effect. The verification of the background for admission to the Communist Party is carried out according to the regulations specified in Guidance 01-HD/TW dated September 20, 2016, on the implementation of the Charter of the Communist Party issued by the Central Executive Committee.

According to the guidance at Document Number 01-HD/TW An individual seeking to join the Communist Party must attend a class to enhance their understanding of the Communist Party and receive a certificate issued by a district-level Political Training Center or an equivalent center; in areas without such a center, the competent Party committee responsible for admission will issue the certificate. The individual must submit an application, clearly outlining their understanding of the Party's purposes and ideals, and their motivation for joining.

The background check for Party membership is specifically guided as follows:

- The individual must self-declare their background fully, clearly, and honestly in accordance with regulations and bear responsibility for the declared content. If there are any aspects they do not understand or remember accurately, they must report to the party cell.- The background must be verified and concluded by the grassroots Party committee before certifying content, signing, and stamping.

Political investigations are required for:

- The individual seeking to join the Communist Party;- The biological parents, parents-in-law, or the person directly nurturing the individual; the spouse, and children of the individual who possess full civil capacity (hereinafter collectively referred to as relatives).

The content of the investigation, verification includes:

- Clarifying issues related to political history and current politics; compliance with the Party's directives, policies, and the state's laws; political qualities, ethics, lifestyle of the individual.- Clarifying issues related to political history and current politics; compliance with the Party's directives, policies, and the state's laws of the relatives.

No investigation and verification is required if the spouse is already a Party member

The verification method is as follows:

- No investigation and verification is necessary if the individual or their parents, siblings, or children already a Party member has declared clearly, honestly, and in full compliance with the regulations.- No investigation and verification is required for the spouse's side if the spouse is a Party member or one of the individual's parents, siblings, or children are Party members, and the individual's background is declared clearly, honestly according to regulations.

Investigate issues that remain unclear, when the grassroots Party committee (in the domicile or workplace) has verified, if any content remains unclear, the higher-level organizing committee of the basic Party organization will verify further.

- No separate verification is needed for the known background content of the individual and relatives if they all live and work in the same basic Party organization (commune, ward, commune-level town...) from grandparents' generation to the present; the Party cell reports to the Party committee, the committee concludes, verifies, signs, and stamps the individual's background record.- The background check of individuals in the armed forces must be cross-checked with the background they provided upon enlistment or recruitment. Any unclear content must be investigated further.- For individuals abroad, cross-check with the background managed by the competent authority in Vietnam or obtain confirmation from the grassroots Party committee in their home or residence area in Vietnam.- For relatives of individuals abroad, the Party committee where the individual works should document the need for verification by the relevant authority or the Vietnam representative agency abroad (via the Overseas Communist Party Committee). For unresolved political issues, refer to the responsible security agency.- For individuals and their relatives working in foreign representative offices, NGOs, or wholly foreign-owned enterprises in Vietnam, the grassroots Party committee's representative will verify political issues at the workplace and coordinating security agency.

Party Admission in Special Cases

- Individuals studying for 12 or more months in a training institution: admission will be considered by the Party organization at the training institution. Individuals on temporary assignment for 12 or more months: admission will be considered by the Party organization at the temporary assignment location.The Party organization at the unit assigning for study or temporarily and the Party organization at the residence of the individual provide assessments on political qualities; ethics, lifestyle; social relationships, adherence to the Party's directives, policies, laws of the state for grassroots consideration.- Individuals who have graduated and are waiting for employment in the locality: Party admission consideration by the local Party organization.- Individuals on contract working in agencies, enterprises, public service providers:- For contracted work under 12 months, Party admission consideration by the resident Party organization; prior to admission, a review from the individual’s workplace or enterprise is required.- For continuous contracts from 12 months and above, Party admission consideration by the Party organization of the working agency, enterprise, or public service provider.
