Guidelines for Awarding "Glorious Youth Volunteer Medal" from August 1, 2024 in Vietnam

The Ministry of Home Affairs of Vietnam promulgates Circular 02/2024/TT-BNV to provide guidance on the awarding of the "Glorious Youth Volunteer Medal" effective from August 1, 2024.

On June 12, 2024, the Minister of Home Affairs of Vietnam issued Circular 02/2024/TT-BNV, which stipulates the implementation measures for Decree 28/2024/ND-CP guiding the procedures for awarding, posthumously awarding the "Glorious Youth Volunteer Medal" and recognizing achievements in the resistance wars.

According to Article 2 of Circular 02/2024/TT-BNV, the procedures for awarding, posthumously awarding the "Glorious Youth Volunteer Medal" from August 1, 2024, will be carried out as follows:

- For Youth Volunteers recognized as martyrs, the application for posthumous awarding the "Glorious Youth Volunteer Medal" shall be submitted at the place of residence of the Youth Volunteer’s next of kin.

- In cases where the application for awarding, posthumously awarding the "Glorious Youth Volunteer Medal" is invalid or needs additional information as per regulations, the receiving agency will guide the Youth Volunteer or the next of kin to complete and resubmit the application accordingly.

- In remote, isolated areas, and areas with special difficulties, border areas, and islands, the list of individuals proposed for awarding, posthumously awarding the "Glorious Youth Volunteer Medal" shall be publicly posted not only according to the provisions of Decree 28/2024/ND-CP dated March 6, 2024, of the Government of Vietnam but also at the headquarters of the Commune People’s Committee.

- The Provincial Department of Home Affairs must give opinions on the forms of commendation for Youth Volunteers included in the Declaration Form proposed for awarding, posthumously awarding the "Glorious Youth Volunteer Medal" and report the eligible and qualified cases to the Provincial Emulation and Commendation Council when considering recommendation for the "Glorious Youth Volunteer Medal."

- For Youth Volunteers who have died, after the President has decided on posthumous awarding the "Glorious Youth Volunteer Medal," the presentation ceremony shall be organized at the place of residence of the Youth Volunteer’s next of kin.

Principles for Awarding the "Glorious Youth Volunteer Medal" in Vietnam

The awarding of the "Glorious Youth Volunteer Medal" must be based on the following principles:

- Youth Volunteers who have achievements in the resistance wars, national defense, completing tasks, and having continuous service of at least 24 months shall be awarded, posthumously awarded the "Glorious Youth Volunteer Medal."

- Youth Volunteers who died in the line of duty during the resistance wars, national defense, recognized as martyrs, shall be posthumously awarded the "Glorious Youth Volunteer Medal."

- Each Youth Volunteer shall be awarded, posthumously awarded the "Glorious Youth Volunteer Medal" only once.

- Youth Volunteers, when considered for commendation, shall accumulate the duration of service in different periods as stipulated in Article 5 of this Decree to ensure meeting the criteria for awarding, posthumously awarding the "Glorious Youth Volunteer Medal."

- The "Glorious Youth Volunteer Medal" shall not be awarded, posthumously awarded to individuals convicted by a legally effective judgment or decision of the Court for crimes infringing on national security or other crimes subject to imprisonment, or those who participated in actions undermining policies, the Communist Party, State, or who deserted, betrayed, or defected and thus were deprived of benefits according to the laws on preferential treatment for individuals with meritorious services to the revolution.

Authority for Considering the Awarding of the "Glorious Youth Volunteer Medal" in Vietnam

In Article 4 of Decree 28/2024/ND-CP, the authority for considering, recommending, and posthumously awarding the "Glorious Youth Volunteer Medal" is defined as follows:

- The President of the Commune People’s Committee shall direct the review of applications for awarding, posthumously awarding the "Glorious Youth Volunteer Medal" in the locality and submit it to the President of the District People’s Committee for consideration and recommendation.

- The President of the District People’s Committee shall direct the compilation of applications for awarding, posthumously awarding the "Glorious Youth Volunteer Medal" in the locality and submit it to the President of the Provincial People’s Committee for consideration and recommendation.

- The President of the Provincial People’s Committee shall direct the review of applications for awarding, posthumously awarding the "Glorious Youth Volunteer Medal" in the locality and submit them to the Prime Minister for consideration and forwarding to the President for decision through the Ministry of Home Affairs.
