The Ministry of Labour - Invalids and Social Affairs issues Circular 34/2018/TT-BLDTBXH amending and supplementing certain provisions of Circular 42/2015/TT-BLDTBXH dated October 20, 2015, on regulations regarding elementary level training.

Section 3, Article 2 of Circular 34/2018/TT-BLDTBXH amends and supplements Article 12 of Circular 43/2015/TT-BLDTBXH which stipulates regulations on assessment and issuance of certificates in continuous training, as detailed below:
Assessment and evaluation of student learning outcomes include: initial assessment and assessment at the end of modules or courses.
Specifically:
- Initial assessment is conducted as follows: At the beginning of the training course, teachers or vocational trainers conduct an assessment of students’ knowledge, soft skills, and vocational skills to prepare appropriate teaching content and methods. The content and method of assessment are chosen and decided by the teaching teacher or vocational trainer.
- End-of-module or course assessment is conducted according to the content, form, and conditions decided by the head of the vocational education institution, enterprise, organization, or individual conducting the training class and must be stipulated in the training program.
+ The assessment results are evaluated at one of two levels: Meets requirements and Does not meet requirements, with the evaluator’s signature and clearly printed full name.
+ Students whose assessment results do not meet the requirements must self-review the content of knowledge and practical skills learned to retake the assessment. The maximum number of retake attempts is 2. If the second retake still does not meet the requirements, the student must retake the course (if the student so desires).
The training certificate is designed and printed by the head of the vocational education institution, enterprise, organization, or individual conducting the training class to be issued to students who achieve 100% of the assessment results that meet the requirements at the end of the modules or courses in the training program. The training certificate clearly indicates the content, duration of the course in Vietnamese and English according to the prescribed format in Appendix No. 1 issued with Circular 43/2015/TT-BLDTBXH.
