On January 24, 2024, the Department of Health Examination and Treatment Management issued Official Dispatch 118/KCB-QLCL&CDT on guidelines for assessing the quality of hospitals and conducting patient and healthcare worker satisfaction surveys for 2023 in Vietnam.

In compliance with Decision 4747/QD-BYT of 2023 on the content of assessing the quality of hospitals and conducting patient and healthcare worker satisfaction surveys in 2023, the Department of Health Examination and Treatment Management provides detailed instructions on the following:

- Content 1 and 2: to be implemented according to Decision 4747/QD-BYT.

- Content 3: apply the survey forms specified in Decision 3869/QD-BYT of 2019, which includes the survey forms and guidelines for patient and healthcare worker satisfaction surveys, until the completion of the hospital's assessment and the evaluation team's assessment in 2023.

The implementation of survey forms 1 and 2 will be carried out according to Decision 56/QD-BYT of 2024, after the completion of the assessment and evaluation process in 2023.

Prior to the survey, the responsible staff in charge of the assessment and evaluation work from the Departments of Health and hospitals should update certain basic information of the hospitals on the online software as required.

- Content 4 and 5: conduct assessments and scoring as specified in the appendix of Decision 4747/QD-BYT.

+ For content 4, it is necessary to assess the completion of qualifications, training certificates, training courses, and actual emergency and intensive care work after being trained. Investment in intensive care units should be considered.

+ For content 5: assess the evidence of teleconsultation, remote medical services, and connections between upper and lower levels through records, software, and evidence of their effective impact on improving professional quality.

- Content 6: assess the feedback and implementation of certain documents related to management, such as:
