January 28, 2015, the Government of Vietnam unanimously promulgated Decree 10/2015/ND-CP stipulating regulations on conceiving through in vitro fertilization techniques and conditions for surrogacy for humanitarian purposes.
To be specific, infertile couples or single women shall submit a dossier requesting in vitro fertilization procedures to the qualified healthcare facility, including:

- Application for in vitro fertilization procedures following Form No. 03 issued with Decree 10/2015/ND-CP.
- Medical records confirming infertility of single women or couples named in the application for in vitro fertilization procedures.
Within 30 days from the date of receipt of the complete dossier requesting in vitro fertilization procedures, the healthcare facility qualified to conduct in vitro fertilization must have a treatment plan for the infertile couples or single women. If this procedure cannot be performed, and no treatment plan can be made, a written response must be provided, clearly stating the reasons.
Qualified healthcare facilities for in vitro fertilization procedures include:
- State-run maternity or obstetrics-pediatrics facilities at the provincial level or higher;- Private multidisciplinary hospitals with obstetrics or obstetrics-pediatrics departments;- Private specialized obstetrics hospitals or obstetrics-pediatrics hospitals;- Private specialized male infertility and reproductive hospitals.
