On February 23, 2024, the Ministry of Education and Training issued Official Dispatch 715/BGDDT-GDTrH regarding the admissions to Grade 10 for the academic year 2024 - 2025.

The admissions to Grade 10 will be conducted in accordance with the Consolidated Document on Regulations for Admissions to Lower and Upper Secondary Education, No. 03/VBHN-BGDDT, issued on May 3, 2019 by the Minister of Education and Training. In recent times, most localities have correctly implemented the regulations for admissions to lower and upper secondary education.

However, some localities have approved plans and methods for admissions to Grade 10 for the academic year 2024-2025 that include additional elements that do not comply with the regulations regarding direct admissions and preferential treatment (such as provincial-level academic excellence awards, foreign language certificates). The Ministry of Education and Training requests that the People's Committees of provinces and centrally-run cities implement the following:

- Direct and approve plans and methods for admissions to Grade 10 in accordance with the regulations stated in Consolidated Document 03/VBHN-BGDDT.

- For provinces that have approved plans and methods for admissions to Grade 10 that do not comply with the regulations regarding direct admissions and preferential treatment, adjustments must be made to ensure compliance with Article 7 of Consolidated Document 03/VBHN-BGDDT, and the relevant parties must be notified publicly.

- Proactively strengthen inspection, examination, and supervision of the implementation of plans and methods for admissions to Grade 10 in the localities.

Subjects eligible for direct admissions and preferential treatment in admissions to Grade 10 in Vietnam

(1) Direct admissions to upper secondary education will be given to the following categories:

- Students from ethnic boarding high schools;

- Students from ethnic minority groups with very few members;

- Students with disabilities;

- Students who have achieved national and international awards in culture, arts, sports, and national-level science and technology competitions for lower and upper secondary students.

(2) Subjects eligible for additional points in admissions.

The Department of Education and Training will determine the additional points for each category eligible for preferential treatment, with a difference of 0.5 points between the two consecutive categories, calculated on a scale of 10, including:

* Category 1:

- Children of martyrs;

- Children of severely disabled veterans with a disability rate of 81% or higher;

- Children of severely disabled soldiers with a disability rate of 81% or higher;

- Children of individuals who have been issued a "Certificate of Policy Beneficiary as a Disabled Veteran with a Disability Rate of 81% or higher" and whose parents have been issued a "Certificate of Policy Beneficiary as a Disabled Veteran with a Disability Rate of 81% or higher";

- Children of individuals who have been exposed to chemical toxins as a result of their participation in the resistance war;

- Children of individuals who participated in the revolutionary activities before January 1, 1945;

- Children of individuals who participated in the revolutionary activities from January 1, 1945, to the August Revolution in 1945.

* Category 2:

- Children of armed forces heroes, children of labor heroes, children of Vietnamese heroic mothers;

- Children of disabled veterans with a disability rate below 81%;

- Children of disabled soldiers with a disability rate below 81%;

- Children of individuals who have been issued a "Certificate of Policy Beneficiary as a Disabled Veteran with a Disability Rate below 81%" and whose parents have been issued a "Certificate of Policy Beneficiary as a Disabled Veteran with a Disability Rate below 81%".

* Category 3:

- Individuals with at least one parent from an ethnic minority group;

- Ethnic minority individuals;

- Students living and studying in areas with particularly difficult socioeconomic conditions.
