1. Conference Schedule

The conference for Vietnamese officials and public employees is held once a year at the end of the year. The conference for Vietnamese officials and public employees can be organized along with the agency’s annual review meeting according to Clause 2, Article 4 of Decree 04/2015/ND-CP.

In case 1/3 of the officials and public employees of the agency or organization, or the Executive Committee of the union of the agency or unit request, or the head of the agency or unit deems it necessary, an extraordinary meeting shall be convened.

2. Participants

For units with up to 200 people: all officials and public employees.

For units with more than 200 people or with up to 200 people but working scattered over a wide area, or for professional reasons unable to leave their work positions: representatives of the officials and public employees of the agency or unit.

3. Implementation Procedures

Step 1 - Preparation for the conference for officials and public employees as required by Article 6 of Circular 01/2016/TT-BNV.

Step 2 - Organize the conference with the following content:

- The head of the agency, unit, Chairman of the union of the agency, unit will present documents and reports as assigned in Points b, c, d, Clause 1, Article 6 of Circular 01/2016/TT-BNV;- Officials and public employees attending the conference shall discuss documents and reports; make suggestions and recommendations (if any).- The head and Chairman of the union shall address questions and recommendations of the officials and public employees regarding content within their authority, and discuss measures to improve working conditions and enhance the living standards of officials and public employees in the agency or unit.- The Head of the People's Inspection Committee shall present the report on the activities of the People's Inspection Committee for the year and the work program for the next year.- Re-election or re-establishment of the People's Inspection Committee (if needed).- Approve the internal spending regulations of the agency, unit (if any).- Reward individuals and groups within the agency or unit with outstanding achievements in work; launch a new emulation movement.- Sign the emulation agreement between the head of the agency, unit, and the union organization.- Adopt the conference resolutions.

Step 3 - Issue the Conference Resolution and report the results.

After the conference, units must issue the Conference Resolution for officials and public employees to implement as required; unit unions must report the results of organizing the 2017 conference for officials and public employees to the Ministry’s Union for the Ministry’s Union to compile and report to the Ministry of Home Affairs and the Vietnam Public Employees Union as required. Report dossiers include:

- The 2017 Conference Resolution for officials and public employees;- Emulation registration and launch for 2018;- Report on the results of organizing the conference for officials and public employees;- Report on the activities of the People's Inspection Committee;- Minutes of the election of the People's Inspection Committee (if any).
