Guideline on Declaration and Payment of Recruitment Fees and Examination Fees for Promotion to Senior Ranks for Civil Servants and Public Employees

On November 11, 2016, the Ministry of Finance promulgated Circular 228/2016/TT-BTC regulating the rates, collection policies, remittance, management, and use of fees for recruitment, examination for upgrading ranks, and promotion of officials and public employees.

The declaration and payment of recruitment fees, examination fees for promotion in rank and grade for officials and public employees are guided by Circular 228/2016/TT-BTC as follows:

- No later than the 5th of each month, the fee-collecting organization must transfer the fees collected in the previous month to the fee account pending payment to the state budget opened at the State Treasury.- The fee-collecting organization must declare and pay the collected fees monthly, and settle annually according to the guidance in Clause 3, Article 19, Clause 2, Article 26 of Circular 156/2013/TT-BTC, guiding the implementation of certain articles of the Law on Tax Administration; the Law amending and supplementing certain articles of the Law on Tax Administration and Decree 83/2013/ND-CP.

According to Circular 228/2016/TT-BTC, when officials and public employees submit applications for the promotion examination in rank and grade, they must pay the examination fees for promotion in rank and grade for officials and public employees.
