Circular 06/2018/TT-BTP was issued by the Ministry of Justice on July 21, 2018, providing specific guidelines on how to calculate the time for proposing the awarding of Commemorative Medals in the Justice sector.
Accordingly, Circular 06 guides the method of calculating the time to propose the award of the Commemorative Medal for some specific cases as follows:
For individuals working in the judiciary sector or performing judicial tasks who are recognized as Labor Heroes, Heroes of the Armed Forces, the Commemorative Medal can be proposed for awarding immediately after the award decision.
For individuals working in the judiciary sector or performing judicial tasks who are awarded high-ranking titles or commendable awards of the judiciary sector and the State, the Commemorative Medal can be proposed for awarding earlier than the time prescribed in Circular 06, depending on the highest commendable title or form of reward awarded, as follows:
- "Labor Order" of various classes can be proposed for awarding the Commemorative Medal 5 years earlier;- The title "National Emulation Soldier" can be proposed for awarding the Commemorative Medal 3 years earlier;- "Certificate of Merit from the Prime Minister" or the title "Judicial Sector Emulation Soldier," "Provincial Emulation Soldier" can be proposed for awarding the Commemorative Medal 2 years earlier.
Particularly for individuals working in the judiciary sector or performing judicial tasks in mountainous, highland, remote, border, and island areas, the actual working time in these areas is multiplied by a factor of 1.2 for provinces, districts, communes with regional allowance coefficients from 0.1 to 0.5, and multiplied by a factor of 1.5 for provinces, districts, communes with regional allowance coefficients of 0.7 or 1.0 to calculate the working time in the judiciary sector or performing judicial tasks for the purpose of proposing the Commemorative Medal.
For individuals working in the judiciary sector or performing judicial tasks under indefinite-term labor contracts, the working time in the sector or performing judicial tasks to propose the Commemorative Medal is calculated from the time of recruitment.
