Recently, the Ministry of Finance issued Circular 27/2018/TT-BTC to regulate financial policies for the organization of the Vietnam Science and Technology Innovation Awards, the Technical Innovation Competition, and the Youth and Children Creativity Contest.
In Article 4 of Circular 27/2018/TT-BTC guiding the estimation, management, use, and settlement of funds for organizing scientific, technological, and technical innovation contests, it is specifically implemented according to the provisions of the Law on State Budget, current financial management policies, and the regulations of this Circular.

Regarding the preparation and allocation of estimates, the implementation is as follows:
- For national scientific and technological innovation contests:
- Annually, at the time of preparing the State Budget revenue and expenditure estimates, based on the program, plan for organizing scientific and technological innovation contests, the volume of work to be performed, the contents, and the expenditure levels specified in this Circular, the agency assigned the task of presiding over the organization of scientific and technological innovation contests makes the budget expenditure estimates (for the expenditures funded by the state budget) and the expenditure estimates from the sponsorship revenue sources of organizations and individuals inside and outside the country (for the expenditures from sponsorship revenue sources) for the organization of scientific and technological innovation contests; consolidates them into the annual budget expenditure estimates of the Vietnam Union of Science and Technology Associations, and sends them to the Ministry of Finance, the Ministry of Science and Technology for the Ministry of Finance to consolidate and submit to the competent authority for approval according to regulations.
Based on the State Budget expenditure estimates assigned by the competent authority, the Vietnam Union of Science and Technology Associations allocates and decides on assigning expenditure estimates to the agency tasked with organizing scientific and technological innovation contests.
- For scientific and technological innovation contests organized by ministries, central and local agencies:
- Annually, at the time of preparing the State Budget revenue and expenditure estimates, based on the program, plan for organizing scientific and technological innovation contests organized by ministries, central and local agencies, the volume of work to be performed, the contents, and the expenditure levels specified in this Circular, the agency assigned the task of presiding over the organization of scientific and technological innovation contests makes the budget expenditure estimates (for the expenditures funded by the state budget) and the expenditure estimates from the sponsorship revenue sources of organizations and individuals inside and outside the country (for the expenditures from sponsorship revenue sources) for the organization of scientific and technological innovation contests, consolidates them into the annual budget expenditure estimates and sends them to the Ministry, the managing agency (for contests organized by ministries and central agencies) to consolidate and send to the Ministry of Finance, the Ministry of Science and Technology, or to the Department of Finance and the Department of Science and Technology (for contests organized by localities) for the financial agency to consolidate and submit to the competent authority for approval according to regulations.
- Based on the State Budget expenditure estimates assigned by the competent authority, ministries, central agencies, or the People's Committees of provinces and centrally-run cities allocate and decide on assigning expenditure estimates to the agency tasked with organizing scientific and technological innovation contests under their management.
The management, use, and settlement of funds are implemented according to the provisions of the Law on State Budget and current guiding documents.
