Guidance on Updating Information of Social Assistance Beneficiaries in the Database

This regulation is issued under Circular 11/2019/TT-BLDTBXH by the Ministry of Labor, Invalids and Social Affairs, stipulating the construction, management, updating, exploitation, and use of the social assistance and poverty reduction database.

Currently, the database for social assistance and poverty reduction (hereinafter referred to as the database) is a data repository and information management system on households, individuals receiving social assistance policies, and information on poor households, near-poor households, poor individuals, and near-poor individuals (MIS POSASoft) based on a web platform, available at http://misposasoft.molisa.gov.vn, stored at the Ministry of Labor, War Invalids and Social Affairs, and the subordinate database management servers located at the Departments of Labor, War Invalids and Social Affairs of the provinces and centrally-governed cities.

Agencies, organizations, and individuals, within the scope of their functions and duties assigned, decentralized, and authorized to manage, update, exploit, and use the database, are responsible for implementing the principles and requirements for database management according to legal provisions.

To be specific, the updating and changing of information concerning social assistance beneficiaries in the database is carried out as stipulated in Circular 11/2019/TT-BLDTBXH as follows:

First: For provinces and centrally-governed cities that have connected the database with online public services:

- The beneficiary, their legal representative, or the public administrative service provider registers the information to receive policies, updates changes in the personal information of the beneficiary, and forwards it to the same level state management unit to proceed with the next steps in compliance with the legal provisions on social assistance policies.

- The beneficiary, their legal representative, or the public administrative service provider is not allowed to arbitrarily change information about the policies which the beneficiary is entitled to. The updating and changing of information concerning the beneficiary's policies are performed by the state management agency ensuring compliance with the legal provisions on social assistance policies.

Second: For provinces and centrally-governed cities that have not yet connected the database with online public services:

During the implementation process of social assistance policies, the commune-level People's Committee, based on the procedural regulations stipulated in Decree 136/2013/ND-CP updates the information of the beneficiary and updates changes when the beneficiary's conditions alter, into the database via tools extracted from the system.

Notably, during the process of appraising, approving dossiers, and making decisions on social assistance policies, the Department of Labor, War Invalids and Social Affairs updates changes in the information of the beneficiary according to authority and monitors the updates and changes to ensure tracking of fluctuations of beneficiaries in the managed area.
