On April 26, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 1957/BGDDT-GDDH guiding university admission and college admission in preschool education in Vietnam.
Guidance on university admissions, college admissions for preschool education in Vietnam in 2024
To uniformly implement tasks and progress, the Ministry of Education and Training of Vietnam (MOET) requests candidates, Departments of Education and Training (DOET), training institutions to comply with the regulations mentioned in the above documents and particularly note the following contents:
For candidates:
(1) Thoroughly researching the admission information of the training institutions (TI) in the admission scheme and the admission regulations of the TI; registering for enrollment according to the regulations of the TI (regarding criteria, conditions, documents, procedures, time of application) at the admission portal of the TI; all candidates' aspirations are required to be registered on the general admission portal of the MOET or at the national public service portal (content and time as specified in point 7 of this section). Candidates do not register aspirations for fields, programs that do not meet the requirements for admission.
(2) Declaring and providing full and accurate information for the application into the TIs.
(3) Accurately, honestly declaring and being responsible for information (timelines as guided) to enjoy regional preferences, priority subjects (if any) when registering for the National High School Graduation Exam 2024 (attached with evidence of priority subjects if guided in Annex VIII). The place of permanent residence information declared by the candidates will be checked and authenticated by functional agencies based on the population database.
(4) Candidates registering for direct admission, priority admission according to the regulations of the MOET's Admission Regulations must submit the Direct Admission and Priority Admission Application Form as per Annex III, IV without limitation on the number of aspirations to the TIs as guided by 17:00 on June 30, 2024.
(5) Following the guidance of the DOET, candidates use the provided account to review their high school academic results (transcripts) on the Common Admission Support System (System) and must report back to responsible teachers at the high school for correction (if any) by 17:00 on May 31, 2024, at the latest.
(6) Candidates who have graduated from high school, intermediate (independent candidates) wishing to register for admission but have not registered personal information on the System must fill out a registration form to receive an account for registering enrollment aspirations from July 1 to July 20, 2024. Candidates must:
- Download the personal information registration form from Annex V and fill out the information on the form;- Submit the form at the receiving point (as per the regulations and guidance of the DOET at the place of permanent residence) to get the account information and enter personal data into the System for the admission process.
(7) Registering and handling aspirations:
- From July 18 to 17:00 on July 30, 2024, candidates register, adjust, and supplement enrollment aspirations without limitation on the number of times:
+ Candidates use the provided account to process information (enter, view, correct) on the System;
+ Enrollment registration for fields/programs must be done online on the System or on the national public service portal (Guidelines are posted on the System or the national public service portal);
+ Aspirations registered by candidates into all TIs are to be sorted from 1 to the end (aspiration 1 being the highest one), and candidates must provide data (in accordance with criteria, conditions, registration process specified in the TIs' admission scheme) corresponding to the fields/programs that the candidates registered for admission for the TIs to use for admission (detailed steps for registration are posted on the System when candidates log in to register);
+ All enrollment aspirations of candidates into TIs are processed on the System, and each candidate is accepted to the highest aspiration that meets admission conditions;
+ Candidates who have completed the pre-admission process at TIs as per the early admission plan of TIs, if meeting the conditions for admission (except for high school graduation) must continue to register for enrollment aspirations on the System to be admitted as per regulations.
- From July 31 to 17:00 on August 6, 2024:
Candidates must pay the enrollment fee per the number of aspirations online according to the guidance of the MOET;
- Candidates eligible for regional preferences, priority subjects must cooperate with the receiving points to review regional information in Annex VI and priority subjects of the candidates (if any);
Candidates must thoroughly study the guidelines documentation and fully, properly follow the registration process; if candidates have unclear declarations or fee payment issues, they may contact staff at the receiving points or staff of TIs via the support phone lines for guidance.
(8) Admission confirmation:
- For candidates eligible for direct admission, from July 22, 2024, to 17:00 on July 31, 2024, candidates can confirm admission on the System (candidates who have confirmed admission will not be allowed to continue registering for enrollment aspirations unless permitted by the head of the TI). If undecided about admission, candidates can continue to register aspirations on the System or the national public service portal like other candidates for TIs to admit, and if admitted, candidates will confirm their admission according to the general schedule;
- By 17:00 on August 27, 2024, at the latest, all admitted candidates must complete the online admission confirmation for the first round on the System.
(9) From August 28, 2024, to December 2024, candidates wishing to be admitted in supplemental rounds of TIs follow the admission scheme posted on the admission information portal of TIs (if TIs have supplemental admissions). Admitted candidates who have confirmed admission are not allowed to participate in supplemental admissions unless permitted by the head of the TI.
(10) Candidates must submit admission proofs at the TIs (according to the guidance on time and location of the TIs). Candidates seeking admission in fields requiring talent, using talent scores from other TIs, must contact the TIs for registration, take the required test, or submit the talent scores.
