On September 06, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 5154/BGDDT-PC guiding the 2024-2025 school year tasks on legal affairs.

Guidance on the tasks for the 2024 - 2025 school year regarding legal affairs in Vietnam

Based on Decree 55/2011/ND-CP dated July 04, 2011 of the Government of Vietnam regulating the functions, tasks, powers, and organization of legal affairs organizations; Decree 56/2024/ND-CP dated May 18, 2024 of the Government of Vietnam amending and supplementing several articles of Decree 55/2011/ND-CP dated July 04, 2011 of the Government of Vietnam regulating the functions, tasks, powers, and organization of legal affairs organizations, and Decision 145/QD-BGDDT dated January 10, 2024 of the Minister of Education and Training on promulgating key task groups and the list of tasks for 2024 of the Ministry of Education and Training, the Ministry of Education and Training guides the general tasks for the 2024 - 2025 school year on legal affairs as follows:

- Continue to consolidate and strengthen the organization and activities of existing legal affairs organizations or clearly determine the establishment (or non-establishment) of new ones in places where there are no legal affairs organizations but meet the conditions as stipulated in Decree 56/2024/ND-CP; define specific functions, tasks, powers, and measures, solutions regarding policies, and conditions ensuring the operation of legal affairs organizations/officers in Departments of Education and Training, higher education institutions, and teacher training colleges.

- Continue to institutionalize the views and policies of the Communist Party and State on the development of education and training (EDT); coordinate the implementation of reviews of the Education Law and Higher Education Law; implement Conclusion No. 91-KL/TW dated August 12, 2024 of the Central Executive Committee on the Conclusion of the Politburo to continue implementing Resolution No. 29-NQ/TW dated November 04, 2013; implement the Teachers' Law, the Education Development Strategy once promulgated and approved; improve the quality of institution-building work in the field of EDT, especially the internal regulatory system at schools.

- Focus on reviewing legal documents (legislative documents) to propose adjustments, amendments, supplements, or replacements, promptly address conflicting, overlapping, inadequate, and unsuitable contents with higher-level documents and economic-social development situations. Increase the collection of feedback from relevant organizations, individuals, directly impacted subjects of projects, draft documents, experts, and scientists in appropriate forms. Organize assessments of the drafting, promulgation, and implementation impact of legislative documents to propose promptly ministries/agencies and superior authorities to draft, amend, supplement, and replace.

- Strengthen law dissemination and education work in line with the spirit of the documents of the XIII Congress of the Communist Party and the documents of the Secretariat of the Central Committee of the Communist Party on law dissemination and education; adhere closely to the key tasks of the education sector for the 2024 - 2025 school year; focus on propagating and disseminating newly promulgated legal regulations related to state management of EDT; documents, regulations on administrative reform, digital transformation, cyber security, protection of state secrets, support for start-ups, laws on complaints, denunciations, land, environment protection, laws on anti-corruption, waste combat, drug crimes, epidemics, natural disasters, social evils; organize Vietnam Law Day.

- Promote monitoring and evaluation activities on the implementation of education laws to propose appropriate handling measures, aiming to enhance the effectiveness of law enforcement activities.
